Subject: Context Ethiopia is in the process of transitioning from a state-controlled economic model to a more liberal, market-oriented system. Through this shift, the country is aiming to promote private sector-led growth, create jobs, and drive economic transformation. Initial progress has been made, including the stabilization of the exchange rate regime and improved access to foreign currency. However, Ethiopian companies continue to face challenges such as bureaucratic obstacles, limited access to finance, and increasing global competition. At the same time, internal conflicts and global crises lead to rising costs, disrupted supply chains, and constrained economic growth. Objective Ethiopia"s private sector is more competitive and resilient as a result of the transition towards a market-oriented economy. Approach Starting with the private sector, the project applies a bottom-up approach that addresses key challenges faced by enterprises and links them with systemic reform efforts. To this end, the project is focusing on: 1. Enterprise Development: The project is supporting larger, growth-oriented companies and innovative start-ups by helping them to optimise processes, enhance the quality of their products or services, and improve their access to markets and finance. This advances economic transformation across the country. 2. Business environment: The project is improving the regulatory environment within the tax and customs administrations, as well as at the National Bank of Ethiopia. This simplifies reforms and procedures and helps to create a business-friendly environment. 3. Strengthening resilience: The project is supporting, especially women-led micro, small and medium-sized enterprises (MSMEs) in (post-)conflict regions by providing coaching and training, and by improving their creditworthiness. In doing so, it stabilises the business foundations of these companies, enhances their resilience and secures jobs. The lead executing agency for the project is Ethiopian Ministry of Industry (MoI). Other key partners include the Ethiopian Ministry of Revenue (MoR), Ethiopian Ministry of Finance (MoF), Accounting and Auditing Board of Ethiopia (AABE), Ethiopian Customs Commission (ECC), National Bank of Ethiopia (NBE). In addition to state institutions, the project collaborates with private sector stakeholders and subnational governments. The ultimate beneficiaries of the project are the businesses and citizens of Ethiopia who will benefit from a more effective, efficient, transparent, accountable, and business-friendly taxation and customs environment.

Subject: The German Federal Ministry of Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project "Scaling up Sustainable Energy Management Systems (EnMS) in Pakistani Cities (REEE-Scale II)", and it is being implemented since 2024. The project REEE Scale II builds on the results and lessons learned from the predecessor project, "Promotion of Renewable Energy and Efficiency Concepts in Cities and Industry in Pakistan (REEE SCALE I)". Energy costs account for approximately 40-50% of the operational expenses of water supply and sanitation services in Pakistan, largely due to inefficient energy use. These high energy expenditures place significant budgetary pressure on municipalities and limit their ability to improve service delivery. The objective of the REEE Scale II project is to address this challenge by scaling up the implementation of systematic Energy Management (EnM) in municipal organisations. By improving energy efficiency in municipal services, the project aims to reduce operational costs, strengthen financial sustainability, and enhance service performance. At the same time, increased energy efficiency will contribute to greenhouse gas (GHG) emission reductions, support climate mitigation efforts, and promote more climate-resilient municipal operations. To achieve this objective, the project works with partner municipal organisations, which primarily consist of water supply and sanitation companies, and targets municipal experts and managers at national, provincial, and local levels to mainstream EnMS across water supply and sanitation services in Pakistan. The National Energy Efficiency and Conservation Authority (NEECA) serves as the lead executing agency. In addition, the project collaborates with relevant intermediaries, including provincial government agencies and municipal line departments, to embed EnMS within partner organisations and to support the development of energy efficiency strategies and organisational frameworks through tailored technical and policy recommendations. In geographical regards, implementation is primarily done in the provinces of Punjab and Khyber Pakhtunkhwa, and the project aims to strengthen both institutional and individual capacities within municipal organisations and regulatory governmental departments to enable effective implementation and long-term institutionalisation of EnMS. Furthermore, the project supports women"s representation in Pakistan"s energy sector by improving their employability and supporting their participation in energy-related roles. The project focuses on intervention areas and takes the following measures: 1. Strengthening the organisational capacities of Pakistan"s municipal bodies to implement EnMS. 2. Enhancing the professional competencies of municipal experts and managers in systematic energy management, 3. Providing design options for improved framework conditions to promote municipal energy management, including gender-responsive approaches, to municipal stakeholders in Pakistan. 4. Conducting Training Program on EnMS for recently graduated female engineers to enhance their employment prospects in the energy sector. To support municipal organisations and relevant regulatory governmental departments and authorities, to scale up EnMS in Pakistan"s municipal sector, timely, thorough, and flexible expertise and advisory services need to be provided to them to build capacities and carry out on ground EnMS implementation successfully. Hence, the GIZ project seeks to engage a highly qualified consulting firm or a consortium of firms (the "Consultant") to support the achievement of the project objectives.

Subject: The subject of the procurement is the design, delivery and implementation support services of an external service provider for TVET teacher training to be carried out in Ethiopia. The procurement supports the digital transformation of the country’ s Technical and Vocational Education and Training (TVET) system as part of Specific Objective 2 (SO2) of the DESTA, Digital Ethiopia: Skills and TVET Action programme. The selected tenderer will be responsible for designing and delivering the first training programme within a three-tier TVET Trainers’ Digital Competence Pathway: the Foundation Programme in Digital TVET and Learner-Centred Pedagogy. The overall three-tier pathway also includes an advanced-level training programme and a Training of Trainers (ToT) programme. Programmes 2 and 3 are included in this procurement as option. The contracting authority may decide to procure these programmes during the contract period, see Annex A Procurement Contract. The training programme will be delivered using blended learning modalities (face-to-face, distance and online learning) and will leverage Ethiopia’s national Moodle-based learning management system.
