Shortlisting Criteria Interested consulting firms should demonstrate: - At least 7 years experience in organisation design, HR, or job evaluation - Experience in public sector or parastatals - Knowledge of Zambia’s labour laws and compensation systems - Experience in job evaluation and grading - Capacity to provide a multi-disciplinary team, including HR specialists, organizational design experts, and data/analytics support. - Experience in stakeholder engagement The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations Issued February 2025 (Sixth Edition), setting forth the World Bank’s policy on conflict of interest. Just up dating the system REPUBLIC OF ZAMBIA MINISTRY OF GREEN ECONOMY AND ENVIRONMENT REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Assignment Title: CONSULTANCY FOR UNDERTAKING EMISSIONS REDUCTION BASELINE STUDY FOR GREEN HOUSE GAS EMISSION (GHG) FOR CHAMA DISTRICT AND RECALCULATION OF ER PROGRAM GHG BASELINE Project Name: EASTERN PROVINCE JURISDICTIONAL SUSTAINABLE LANDSCAPE PROGRAMME Reference: P155827 1.0 PROJECT BACKGROUND The Eastern Province Jurisdictional Sustainable Landscape Programme (EP-JSLP) has been developed as a long-term Results-Based Climate Finance (RBCF) aimed at advancing the Government’s objectives to implement sustainable low-emission development strategies and transition to comprehensive landscape accounting as envisaged under the nationally determined contribution (NDC). It is a programmatic umbrella for climate-positive interventions in the Eastern Province. The ER Program is supported by a mix of funding from the Global Environment Facility and the World Bank and Partners. It serves as a platform for harmonizing sustainable land management approaches and interventions, as well as facilitating the accounting and trading of carbon credits at the jurisdictional level. Enabling activities and underlying investments includes interventions such as Climate Smart Agriculture, Energy Efficiency, Sustainable Forest Management and participatory Integrated Land Use Planning as aligned with the program's principles. The EP-JSLP builds on the enabling environment created under the ZIFLP and constitutes a platform for mobilizing development partners’ support and crowding in private investments that lead to reduced emissions. The Government of the Republic of Zambia has signed an Emissions Reductions Purchase Agreement with the BioCarbon Fund Initiative for Sustainable Forest Landscapes (ISFL) that is managed by the World Bank. Under this agreement, the ISFL will make payments to the Program Entity (Ministry of Finance) for measured, reported, and verified Emission Reductions (ERs) and the Program Entity will distribute the payments according to an agreed Benefit Sharing Plan (BSP). The Program will be implemented over a period of six years from 2024 to 2030. 2.0 OBJECTIVE OF THE ASSIGNMENT The main objective of the assignment is to conduct an AFOLU greenhouse gas (GHG) baseline survey to establish a district reference point for emissions and removals in the sector. Specific objectives will include: a) To determine the baseline for the Chama district based on the average annual historical GHG Emissions and Removals for the eligible subcategories over a historical period 2009 – 2018 using methods that are comparable to the methods used for establishing the original baseline. b) To recalculate the overall baseline for the jurisdictional program for purposes of integrating data from Chama district into future ERMRs. 3.0 SCOPE OF WORK The consultant is expected to undertake the following activities: a) Set an emissions baseline for the eligible AFOLU subcategories in Chama district for incorporation into the Jurisdiction baseline. b) Update the EP-JSLP monitoring plan for determining emission reductions to reflect the inclusion of the Chama district. c) Update the risk of reversals assessment and provide and an ex-ante estimation of the emissions reductions for Chama district using relevant carbon accounting tools. d) Provide capacity building to essential sectors such as the Forestry Department, Agriculture, Energy, and ZEMA so they can efficiently monitor and assess Emission Reductions. e) Recalculate the overall baseline for the jurisdictional program for purposes of integrating data from Chama district into future ERMRs for the EP-JSLP. 3.1 Specific Tasks The specific tasks to be undertaken are as follows: a) Determine the Emissions Baseline for Chama district b) Update the plan for monitoring and determination of the Emission c) Analyze the risk of reversals and provide an ex-ante estimation of the emissions reductions d) Recalculate the overall baseline for the jurisdictional program for purposes of integrating data from Chama district e) Develop relevant sections of the ISFL ER Monitoring Report 4.0 INVITATION The Ministry of Green Economy and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Consultancy Services. Specific objectives will include: a) To determine the baseline for the Chama district based on the average annual historical GHG Emissions and Removals for the eligible subcategories over a historical period 2009 – 2018 using methods that are comparable to the methods used for establishing the original baseline. b) To recalculate the overall baseline for the jurisdictional program for purposes of integrating data from Chama district into future ERMRs. 3.0 SCOPE OF WORK The consultant is expected to undertake the following activities: a) Set an emissions baseline for the eligible AFOLU subcategories in Chama district for incorporation into the Jurisdiction baseline. b) Update the EP-JSLP monitoring plan for determining emission reductions to reflect the inclusion of the Chama district. c) Update the risk of reversals assessment and provide and an ex-ante estimation of the emissions reductions for Chama district using relevant carbon accounting tools. d) Provide capacity building to essential sectors such as the Forestry Department, Agriculture, Energy, and ZEMA so they can efficiently monitor and assess Emission Reductions. e) Recalculate the overall baseline for the jurisdictional program for purposes of integrating data from Chama district into future ERMRs for the EP-JSLP. 3.1 Specific Tasks The specific tasks to be undertaken are as follows: a) Determine the Emissions Baseline for Chama district b) Update the plan for monitoring and determination of the Emission c) Analyze the risk of reversals and provide an ex-ante estimation of the emissions reductions d) Recalculate the overall baseline for the jurisdictional program for purposes of integrating data from Chama district e) Develop relevant sections of the ISFL ER Monitoring Report 4.0 INVITATION The Ministry of Green Economy and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Consultancy Services.
