GENERAL PROCUREMENT NOTICE

The African Union Development Agency-NEPAD (AUDA-NEPAD) has received financing in the amount of US$ 10, 145, 178.00 equivalent from the World Bank toward the cost of the Accelerating Access to Water, Sanitation and Hygiene project, and it intends to apply part of the proceeds to payments for goods, non-consulting services and consulting services to be procured under this project.
The project includes the following Procurements:
Goods and Non-Consulting Services:
- Procurement of an event management company for WASH high level event (NCS) through ICB
- Procurement of ICT and Office equipment for PIU staff (Goods) through ICB
- Video Production for State of the WASH Sector Report 2026 (NCS) through RFQ
- Procurement of Software license for PIU (NCS) through RFQ
Consulting Services:
Component 1: Strengthening Platforms to Accelerate Access to WASH
Subcomponent 1.1: Regional Benchmarking on Systems Change and Knowledge Platform for WASH
Consultancies to be procured under this component include:
- Consultancy Services to define Civil Society Program /plan through IC
- Consultant to support south-south knowledge through IC
- Consultant for dashboard system design through IC
- Sr. Water and Sanitation Specialist through IC
- Financial Management Specialist/Accountant through IC
- M & E, Knowledge and Learning Specialist through IC
- Project Administration Support Assistant through IC
- Communication consultant through IC
Component 2: Advancing Reforms, Governance and Regulation
Consultancy Services to be procured under this component are:
- Public Expenditure and Institutional Reviews through QCBS
- Consultant to support countries on implementation of sanitation guidelines through IC
- Consultant to support the implementation of the African Water Policy through IC
Component 3: Improving Service Delivery Performance
Consultancy Services to be procured under this component are:
- Firm to support development of PIAPs in the countries through QCBS
- Support to gender equality in utilities through Equal Aqua platform - TA/diagnostic and implementation tools (linked to women in infrastructure initiative/network) through IC
- Country-specific TA for developing city-wide inclusive sanitation approaches and market-based sanitation support for countries through QCBS
Component 4: Levering financing for climate resilient WASH Infrastructure
Consultancy Services to be procured under this component are:
- Firm to support selected country TA/diagnostics for Private capital mobilization initiatives (base on country demands) through QCBS
- Capacity development / training program on PPPs in water sector (online and in person), using APMG's PPP Certification Programme through CQS
- Consultancy services to conduct priority regional aquifer assessments – region (1ST aquifer) through QCBS
- Consultancy services to conduct priority regional aquifer assessments – region (2nd aquifer) through QCBS X 3
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (February 2025) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.[1] After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in AUDA-NEPAD website, Devbusiness, SA-Tenders website, and on the World Bank’s external website.
