Contract Title: Acquisition of a Data Centre Migration Equipment and Provision of Migration Services

Reference No.: GM-PPPPE-252161-GO-RFB

  • The Government of The Gambia has received financing from the World Bank toward the cost of The Gambia Fiscal Management Project and intends to apply part of the proceeds toward payments under the contract: Acquisition of a Data Center Migration Equipment and Provision of Migration Services for the Ministry of Information and Communication Infrastructure.
  • The Gambia Fiscal Management Development Project now invites sealed bids from eligible bidders for the Acquisition of a Data Center Migration Equipment and Provision of Migration Services for the Ministry of Information and Communication Infrastructure. The following are the main objectives of this e-Government Data Center Migration:
  • To enable the procurement of Storage Server, Backup Server and other related elements needed for the MOICI Data Center Service migration, in order to ensure that the GAMTEL NBN Private Cloud is readily available for public use with greater reliability and availability of services.
  • To ensure all application and e-Services sitting at the MOICI e-Government Data Center are effectively and efficiently migrated to the GAMTEL NBN Private Cloud.
  • To ensure the accessibility and usage of the migrated MOICI Data Center applications/services by all Ministries, Departments and Agencies (MDAs) from anywhere and at any time.
  • To ensure the availability and proper functioning of backup services for the MOICI e-Government Data Center applications/services after migration.
  • To ensure the migrated MOICI e-Government Data Center Services are highly reliable and security.
  • To eliminate the duplicity of having many Data Centers within government that would save cost for Government in the long term and reduce human capacity needs.
  • To promote data localization through a private cloud sitting in the country (at GAMTEL NBN Private Cloud) that will allow availability of services even if the international fiber optic link (ACE) is down and also ensure trust, data protection and privacy.

The delivery and project implementation is at the Ministry of Information Communication Infrastructure (MOICI). The delivery period is three months from contract award. A margin of preference for local suppliers is applicable.

  • Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
  • Interested eligible bidders may obtain further information from Ngenarr Sosseh, Procurement Specialist, Gambia Fiscal Management Development Project and inspect the bidding documents during office hours Monday to Thursday from 4am- 4pm and Fridays from 8am to 12:30pm at the address given below.
  • A complete set of bidding documents in English may be obtained free by interested eligible bidders from the address below or via email. The document will be sent by Electronic as well as hardcopy if requested by the bidder.
  • Bids must be delivered to the address below on or before 15 November 2021 at 12:30 GMT. Electronic bidding will be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend, will be provided with a link for the opening session.
  • All bids must be accompanied by a “Bid-Securing Declaration. (Form enclosed within the bid document).
