Background of Assignment
The Compact with Africa (CwA), a central pillar of the G20 Africa Partnership, is a collaborative effort involving G20 countries, African countries, international financial institutions, and bilateral partners. Its objective is to catalyze increased investment in infrastructure, drawing from both private and official funding sources. ACET actively supports the implementation of the CwA through the Think Africa Partnership with the World Bank and funding from Germany.
ACET’s primary objectives within the CwA program are centered around four areas:
- Providing an independent peer review of the CwA
- Curating peer learning opportunities for member countries by providing global and regional good practice, research, and analysis on priority policy topics
- Facilitating investment promotion opportunities
- Advocating for the program on international platforms
In February 2019, ACET established the ACET CwA Advisory Panel comprised of eminent individuals with backgrounds in government, development agencies, think tanks, and other influential organizations on the continent. The panel provided ACET with a nuanced understanding of country-level needs, contributed to the legitimacy and ownership of the program in Africa, and offered valuable feedback.
Under the second phase of the CwA program, ACET will establish another advisory panel and is currently seeking eminent individuals to serve as panel members.
Scope of Assignment
Advisory Panel members will serve as champions for the CwA work program. Members will be asked to interface with governments regarding expectations, required commitments, and the overall CwA process. The total amount of days required per panel member will be approximately 30 person days over the duration of the contract.
The opinions of panel members will remain their own and will not necessarily reflect the views of CwA countries, G20 members, international financial institutions, or ACET.

Specific Tasks
Key activities for the position will include the following:
- Develop a questionnaire to assess the value-add of CwA to selected countries. (Note: This is not a full impact evaluation but an initial effort to gather evidence of impact.)
- Lead interviews and engagements with government officials, the private sector, donor partners, and other stakeholders, in collaboration with the ACET team.
- Visit 2–4 countries to conduct these interviews.
- Develop a summary report by.
- Present recommendations to the G20 Africa Advisory Group.
Qualifications and Experience
Preferred candidates for the position will meet the following criteria:
- An advanced degree (preferably a Ph.D.) in economics, development studies, or a related field.
- Minimum of 15 years of experience in government, international development, finance, or related fields.
- Proven track record of leadership roles in policymaking, investment promotion, and Africa’s economic transformation agenda.
- Established network of contacts within African governments, development agencies, and international financial institutions.
- Working knowledge of the CwA program.

Interested consultants must provide information indicating their qualifications and ability to perform the services in the form of a cover letter expressing interest and a detailed CV. The attention of interested consultants is drawn to section III, paragraphs 3.14,3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018. A consultant will be selected in accordance with the Individual Selection Method set out in these regulations.
