The Republic of Zimbabwe has received financing from the World Bank toward the cost of the Public Financial Management Enhancement Project (PFMEP).The Government of Zimbabwe intends to apply part of the agreed amount for this grant to payments under the contract to hire an individual consultant to the Rollout of PFMS GM Module to include Donor Funded Projects (DFPs).

The Government of Zimbabwe (GoZ) through the Ministry of Finance & Economic Development (MoFED) is expanding the use and coverage of the government-wide financial management system across central government, local authorities, and recently, specific MDAs that are handling Donor Finance Projects (DFPs). Existing Grants Management (GM) module of the Public Financial Management System (PFMS) as a part of SAP application suite is being used and extended for processing and reporting of donor financed projects.

The core objective of this assignment is to support the Government of Zimbabwe through the Ministry of Finance and Economic Development during the rollout of GM module.

The successful consultants will be expected to deliver the following among others:

  • Quality Assurance Review Report
  • Configuration requirements report and actual configuration of Grants in PFMS
  • Configuration of GM module to increase the number of grants managed through PFMS from the current 7 to 20 grants by the end of December 2019 (by using several strategies to make the MDAs comply and support this initiative);
  • Delivery of all Functional Requirements for the generation of Custom Reports through GM module.

The Government of Zimbabwe through the Ministry of Finance and Economic Development now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants should demonstrate a minimum of 5 years’ experience in the design, configuration and implementation of SAP Financials and Grants Management modules, evidence of participation in similar activities in at least two successfully completed projects. The shortlisting criteria is :-

  • Graduate University Degree in finance, engineering/computer science, information systems, accounting or other related fields, with a focus on the development of management information systems and similar applications;
  • Training on SAP Financials and Grants Management/Funds Management/Controlling modules;
  • At least 5 years’ experience in the Design, Configuration and Implementation of SAP Financials and Grants Management modules; evidence of participation in similar activities in at least two successfully completed projects are required; and
  • Proven Experience in Business Process Reviews; evidence of at least two BPRs on SAP Financials or Grants Management modules required;

Eligibility criteria, establishment of the short list and the selection procedure shall be in accordance with World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”)- January 2011 ,revised July 2014
