Specific Procurement Notice Request for Quotation EMPLOYER: Council for Geoscience PROJECT: Technical Assistance Project for Carbon Capture and Storage in the Republic of South Africa CONTRACT TITLE: Request for quotations for analysis of dissolved gases (CH4 and CO2) and their isotopes COUNTRY: Republic of South Africa GRANT NO.: TF-A3137 RFB NO: ZA-CGS-392441-NC-RFQ ISSUED ON: 16 November 2023 1. The Republic of South Africa has received financing from the World Bank towards the cost of the Technical Assistance Project for Carbon Capture and Storage in the Republic of South Africa, and intends to apply part of the proceeds toward payments under the contract for “laboratory service for water samples analysis”.

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. The Council for Geoscience (CGS) now invites potential services providers to provide quotations for laboratory services for water samples analysis.

The required analytical services are listed in the table below. | Analytical Requirements | Quantity | Dissolved Gases and Isotopes | | Dissolved CH4 | 60 | Dissolved CO2 | 60 | Methane isotope (δ13C-CH4) | 50 | Carbon isotope in carbon dioxide (δ13C-CO2) | 90 | Helium ratio (3He/4He) | 20 Additional requirements • Laboratory should be accredited according to ISO 9001:2008 and/or ISO 9001:2015 (valid accreditation certificate should be provided) or equivalent. • International Atomic Energy Agency (IAEA) or National Institute of Standards to be followed.

  • Bidding will be conducted through the National competitive procurement using a Request for Quotation (RFQ) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – November 2020” (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4.

Late Bids will be rejected. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
