The Government of Kenya has received financing from the World Bank towards the cost of National Youth Opportunities Towards Advancement and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Beneficiary Tracer study and Impact Evaluation Firm(s)in partnership with the World Bank, is supporting Youth Employment in all the Counties of Kenya through the National Youth Opportunities Towards Advancement (NYOTA) Project. The project’s development objective is to increase employment, earnings and promote savings for targeted youth at a national scale. The Project will target youth aged 18-29 and 35 years for Persons with Disabilities (PWDs), with little or no education, who are unemployed, underemployed or in low-tier employment with very low earnings. There are 2.4 million youth aged 18-29 among the poorest 40 percent of Kenyans who fulfil one or more of these criteria. Such youth face exclusion from the labor market and are often unable to access government sponsored jobs programs. As such, the project will target approximately 35 percent of this pool. The NYOTA Project is expected to impact 820,000 vulnerable youth across all 47 counties of Kenya including refugees in the counties of Garissa and Turkana. The project is anchored on a solid premise that better employment outcomes are realized when there are more inclusive jobs with better earnings for disadvantaged groups of youth.

The information provided outlines the plan to conduct tracer studies on NYOTA Project beneficiaries in order to evaluate the effectiveness of interventions. These studies will be carried out six (6) months after each intervention is completed, with a focus on assessing outcomes such as skill enhancement, employment opportunities, savings habits, and access to government procurement. The aim is to track beneficiaries and evaluate the impact of the Project on their lives, including employment conditions, challenges faced, and overall success. The tracer studies will not only assess post-intervention outcomes but also analyze the factors contributing to success or failure, such as labor market conditions, socio-economic barriers, and the relevance of training and support interventions to actual employment and livelihood outcomes.

The consultant(s) will be responsible for administering the tracer surveys, developing a comprehensive methodology, work plan, and survey instruments, obtaining necessary permissions, and ensuring ethical considerations are met, including in refugee areas. They will oversee data collection, provide training to the field team, conduct pilot surveys, and compile a final tracer report incorporating feedback from stakeholders. The scope of work involves conducting extensive mixed-methods beneficiary tracer studies covering the entire project duration, tracing all beneficiaries of the interventions, and analyzing outcomes by various subgroups.

The Ministry of Youth Affairs, Creative Economy and Sports (State Department for Youth Affairs and Creative Economy) invites eligible consulting firms to submit Request for Expression of Interest (REOI) to provide the Services. Interested firms should provide information and proof demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) Legal status recognized by the Government of Kenya. This will include, but not limited to, Consultancy Firms’ registration by relevant government institutions;

b) The consultant (s) will be a renowned firm or consortium of firms with extensive experience in conducting implementation, operational monitoring, Surveys and Evaluations for at least 7 years;

c)The firms should also demonstrate experience in conducting research in both remote rural and urban informal areas of Kenya;

d) Previous experience conducting tracer surveys in school to work transition and employment Sectors;

e) Experience and capacity to conduct research, surveys and evaluations among diverse communities with diverse cultural background;

f) Proven track record of having undertaken at least two (2) assignments of a similar nature in the last five years;

g) The Consultancy to provide the following Key Staff;

i). The Team Leader should possess a minimum of master’s degree in Economics, Statistics, Project Management or any other related field and have Five years’ experience in monitoring and evaluation, Project management or any other related assignment

ii) Field Survey Manager, should possess at least Bachelor’s degree in Economics, Statistics, Social Science, Monitoring and Evaluation, Development Studies, or any related discipline with minimum three years’ experience in monitoring and evaluation, Project management or any other related assignment

iii) Data Manager, should possess at least Bachelor’s degree in statistics, Mathematics, Economics, or any related field with minimum three years’ experience in monitoring and evaluation, Project management or any other related assignment.

iv) Project Expert should possess at least Bachelor’s degree in Social Science, monitoring and evaluation, Development Studies, Project management or any related discipline with minimum three years’ experience in monitoring and evaluation, Project management or any other related assignment.

h) Consultancy Profile that includes the organization structure, clearly stating the duties assigned to each of the personnel identified that will support the study.

i) Demonstrated technical and managerial capability to deliver the assignment

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in September 2025 (6th Edition) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: “Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower”.

Consultants may submit their REOI as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing.

A Consultant/firm will be selected in accordance with Quality Cost Based Selection (QCBS) method set out in the World Bank Regulations.

Complete REOI document (paginated and stamped/signed on each page) and enclosed in plain sealed envelope marked with the tender reference number and addressed to the Principal Secretary, State Department of Youth Affairs and Creative Economy, P. O. Box 34303 –00100, Nairobi, Kenya and should be deposited in the Tender Box at Bruce House 3rd Floor to be received on or before 28th April, 2026, at 10.00 hours

The REOIs will be closed/opened immediately thereafter at the NYOTA Boardroom, Bruce House, 3rd Floor Standard Street Nairobi.
