The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) and intends to apply part of the proceed for consulting services.

The Consulting Services (the Services) is required to build the capacity of somalia quarantine stations and develop public private partnership framework between Ministry of Livestock Forestry and Rangeland (MoLFR) and Quarantine Stations

The consultancy service is expected to be conducted over a period of 6 months from commencement.

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

  • Core business of the firm and at least 8 years in business (experience in transforming, developing as well as modernizing the operations and systems of national livestock quarantine facilities and stakeholder capacity building of any country in sub-Saharan Africa or relevant. An in-depth and proven practical professional experience in establishing and implementing memorandums of understanding in the field of livestock trade and quarantine operations especially instruments of the kind through public private partnership framework. Essential qualifications includes: Possessing minimum 8 years’ experience in designing and conducting comprehensive capacity building training for livestock quarantine authority, a training which covers holistic areas among them include; risk analysis, risk management and communication; disease surveillance, emergency management and response plan; animal background, traceability and identification, movement control and animal transportation; animal welfare, animal handling and standard feeding practice; designing and implementing standard physical structure of quarantine facilities to reenforce international quarantine functions. This will occur using benchmarked best practice approaches; Proven track record indicating capacity building training on standards development for quarantine authorities and the formulation of memorandum of understanding between government and its quarantine authority, in which the consultant has succeeded in the past.
  • Experience of conducting similar assignments (at least one contract in the past 5 years on capacity building for livestock related export quarantine stations and forging public private partnership framework between public and private actors along livestock quarantine systems ). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
  • Experience of relevant services in an environment similar to that of Somalia; and
  • The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS) method set out in the World Bank’s Procurement Regulations.
