The Ministry of Health Project Coordination Unit has received financing from the World Bank toward the cost of the Gambia Essential Health Services Strengthening Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes services to establish a functional electronic civil registration and vital statistics (eCRVS), to help improve the coverage of civil registration of vital events (births, deaths, marriages and divorces) in the Gambia. The project is a 30 million USD grant which will support the implementation of the Gambia Essential Health Services Strengthening Project endorsed by the Minister of Health and has three components.
The Ministry of Health Project Coordination Unit now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are qualifications and experience of the individual.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 World Bank’s Procurement Regulations dated July 2017, revised in November 2017 and August 2018, and is open to all eligible bidders as defined in the guidelines (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: the bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection (CS) method set out in the Procurement Regulations.

TERMS OF REFERENCE
International electronic Civil Registration Enterprise Architect consultant

- Background information
The Gambia Ministry of Health has been allocated grant funds from the World Bank and executed by the Gambia Ministry of Health (“the Client”). The Gambia Ministry of Health intends to apply the funds to be used for consulting services to establish a functional electronic civil registration and vital statistics (CRVS) and improve the coverage of civil registration of vital events (births, deaths, marriages and divorces) In the Gambia.
The United Nations Statistics Division (UNSD) defines civil registration as the continuous, permanent, compulsory and universal recording of the occurrence and characteristics of vital events pertaining to the population, as provided through decree or regulation in accordance with the legal requirements in each country. Vital events comprise live birth, death, fetal death, marriage, divorce, annulment of marriage, judicial separation of marriage, adoption, legitimation, and recognition. Having a legal identity, name, nationality, proof of age, and the related are all-important human rights. Through the legal documents that prove an individual’s identity, one can exercise one’s rights, such as the right to vote and claim inheritance, and enjoy myriads of government, social, and private services, such as social security, formal employment benefits, and many more. Civil registration is the best source of vital statistics since it constitutes the collection of statistics on vital events in a lifetime of a person as well as relevant characteristics of the events themselves and of the person and persons concerned.
CRVS in the Gambia is currently paper-based and the related law needs to be updated. The World Bank supported the development of a CRVS Strategic Improvement Plan, which was finalized in July 2018. MOHhas undertake review the 1990 Act on Births, Deaths, Marriages and Divorces, and has intiated the process for the amendment of the Act. Additionally, the digitization of paper birth registers has been undertaken in six of seven regions and indexing of the digital images is to be linked to the data collection exercise for a Social Registry.
- Objective of the assignment
The MOH seeks an International eCRVS Architect consultant to provide technical assistance in developing an electronic CRVS system.
- Scope of work
The eCRVS Enterprise Architect consultant will be responsible for, but not limited to the following tasks:
I. Provide guidance in selecting a suitable CRVS software deployment:
- Preparation of technical specifications and Terms of reference of CRVS software vendor;
- Preparation of CRVS software bidding documents;
- Evaluation of bids submitted by software vendors;
- Reviewing deliverables of the CMIS software vendor;
- Training of ICT personnel
- Preparation of operational manual
- Hosting, and cybersecurity
II. User devices:
· Preparation of technical specifications of user devices (laptops, desktops, multi-function laser printer [Scan, Print, and Copy], tablets) plus network connectivity
III. Digitization:
· Provide guidance on digitization of existing paper records & selection of secure printing paper
- Expected deliverables
Fortnightly progress and status report on implementation activities noted above including comprehensive reporting on issues raised and resolved.
- Estimated Input and Duration
The International CMIS Enterprise Architect consultant will report to the Gambia Registrar of Births and Deaths. The duration will be 100 working days over the period December 1, 2020 to December 31, 2022. The International CMIS Enterprise Architecture will be work from home and travel, when necessary, to The Gambia.
- Qualifications of the Consultant
The selected consultant should possess the following qualifications:
- Degree or Diploma in Information Technology;
- Extensive expertise in both data center-based solution and cloud-based solution and knowledge of software procurement process;
- Minimum of 25 years of expertise in architecture and development of enterprise systems
- Have specific experience with CRVS software development, large ICT projects or related to the assignment
- Knowledge of procurement process will be an added advantage
- Have Experience in working with government agencies and the private firms
- Ability to work independently and in a challenging environment to meet deadlines
- Fluent in English
