Agricultural Vocational Junior Secondary School JSS The Ministry of Basic and Senior Secondary Education, through the Sierra Leone Free Education Project Secretariat – (SLFEPS) now invites sealed bids from eligible bidders for these construction works. Bidders may bid for one or several lots/contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers Procurement Guidelines dated January, 2011 and revised in July 2016 in addition to the relevant Articles of the Sierra Leone Public procurement Act 2004 revised and updated in June 2016 and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. Interested eligible bidders may obtain further information from the address given below and may inspect the bidding documents during office hours: 0900 to 1600hours GMT at the address given below. Bids must be delivered to the address below on or before 12:00 noon on Thursday 30th October 2025. All bids must be accompanied by: • Evidence of Business Registration Certificate • A Valid Tax Assessment and Clearance Certificate from the National Revenue Authority. • A Valid Clearance NASSIT Certificate. • A Bid Security of One Hundred and Seventy-Five Million Leones (Le 175,000.00) (per Lot) • A Valid council License from one of the Local Councils. Specifically, council under which bidders’ location fall. • Evidence of similar works completed. • Civil works certificate (Preferably class 1 contractor or above) A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address given below and upon payment of a nonrefundable fee of Le: 2,000,000.00 The method of payment will be by direct deposit to the following bank account: Sierra Leone Commercial Bank AC NO./BBA N 003001060322112174 Bids must be delivered to the address below, on/or before Thursday 30th October 2025 at 12:00hrs GMT. However, bidders are strongly advised to submit both hard and soft copies of their bids. Late bids will be rejected and will be returned unopened. Bids will be publicly opened in the presence of the bidders designated representatives and anyone who choose to attend at the address below, on Thursday 30th October 2025 at 12:00hrs GMT immediately after the closing of the bids.
