The Gambia Ministry of Health has received financing from the World Bank toward the cost of The Gambia COVID-19 Preparedness and Response Project and intends to apply part of the proceeds for consulting services.
The consulting services are for planning for the establishment of a Biomedical Engineering unit for The Gambia Ministry of Health.
The Ministry of Health Projects Coordination Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants should demonstrate that they have the required staffing, qualifications and relevant experience to perform the Services. The shortlisting criteria will be the qualifications and experience of the consultants submitting bids.
The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations dated July 2017, revised in November 2017 and August 2018, and is open to all eligible bidders as defined in the guidelines (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: the bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest.

TERMS OF REFERENCE
Consultancy for establishing Biomedical Engineering Unit
- Background
The Government of the Republic of The Gambia has applied for financing from the World Bank for The Gambia COVID-19 Preparedness and Response Project (P173798) the objective of which is to prevent, detect and respond to the threat posed by COVID-19 and strengthen national system for public health in The Gambia. The Government intends to apply a portion of the proceeds of the grant to strengthen its Biomedical Engineering Unit (BEU).
The BEU has a key role to play in the management of medical devices. The BEU is responsible for the management and maintenance of medical equipment to complement and strengthen patient care by applying engineering and managerial skills to healthcare technology. The BEU is responsible for establishing and implementing a biomedical technology management program for all laboratory and clinical equipment across the health sector, to ensure that medical devices are safe and reliable, and to mitigate functional failures for the benefit of patient care and avoid downtime.
The objectives of the BEU are to ensure improved access, quality, and safe use of medical technologies to reduce morbidity and mortality of patients by providing point-of-care services that will significantly ensure easy life support through prevention, diagnosis, therapeutic, and management by providing safety, efficacy, durability, cost-effectiveness, and appropriate technology.
The Ministry of Health Projects Coordination Unit (PCU) will employ a firm of architects and engineers to prepare designs for the new BEU building but before doing so, it is necessary to finalize the services and accommodation to be provided at the unit and the PCU, therefore, seeks a suitably qualified consulting firm (the Consultants) with experience of health facilities planning, the operation and management of biomedical engineering units and the specification and maintenance of medical equipment to carry out this work.
These terms of reference (TORs) set out the details of the assignment together with the duties and responsibilities of the Consultants and should form a basis for the formulation of Technical and Financial Proposals.
- Objectives
The objectives of the consultancy are to provide the necessary criteria in terms of planning, operation and maintenance for the establishment of a fully functioning Biomedical Engineering Unit (BEU) in the Gambia Ministry of Health.
- Scope of Work
The services to be provided will consist of, but not be limited to, the development of:
- A policy framework for the BEU
- A strategic plan for the BEU in line with national health strategic plan.
- Medical equipment management and maintenance guidelines and regulations
- Technical specifications for all medical, non-medical and testing equipment required by the BEU, and bidding documents for the supply and maintenance of this equipment.
- Schedules of accommodation for the central biomedical engineering workshop and office complex and for any regional or other workshops that may be required
- Specifications and bidding documents for all furniture and non-medical equipment for the BEU.
- A training programme for the technical staff of the BEU for a group of 10 major items of equipment plus service providers who will be using them
- Comprehensive lists of all medical and non-medical equipment and furniture required for 6 newly constructed health centers including technical specifications for each item of equipment and furniture and bidding documents
- Comprehensive lists of all medical and non-medical equipment and furniture required for, medicines and food quality control lab including technical specifications for each item of equipment and furniture and bidding documents
- Maintenance and service manuals and guidelines for the maintenance of all equipment and furniture.
- Assist the PCU in the evaluation of all bids, noted above, for medical and non-medical equipment and furniture
Qualifications and Experience
The Consultants should be a firm of health facilities planners and medical equipment specialists of demonstrably international standard with the experience and qualifications necessary to carry out the tasks outlined in these TORs.
Key Staff should include a health facilities planner or architect with extensive experience in the design of health facilities including biomedical engineering facilities, a medical equipment specialist and together with, if thought necessary in order to complete the work within the given timeframe, a medical equipment training specialist. Other staff to be provided by the Consultants will include any ancillary or support staff required to complete the work.
Health Facilities Planner/Architect
Qualifications
Bachelor’s degree or higher in engineering, architecture, medicine, nursing or another relevant discipline together with an advanced qualification in health facility planning and:
- Fluency in written and spoken English.
- Computer skills – AutoCAD, MS Office, etc. Professional experience
At least 10 years professional experience in the planning of health infrastructure (experience in developing countries is essential and experience in Africa is desirable) which should have included:
- The preparation of functional plans for health facilities.
- The planning and designing of hospitals, laboratories, biomedical units and other health facilities. Medical Equipment Specialist
Qualifications
A Master’s degree in biomedical engineering and:
- Fluency in written and spoken English.
- Computer skills – AutoCAD, MS Office, etc. Professional Experience
At least 7 years’ experience in the field of biomedical engineering with specific experience in planning for and the specification of, medical equipment. Experience in the development of equipment standards in developing countries is essential and experience in Africa will be advantageous.
Medical Equipment Training Specialist
Qualifications
Bachelor’s degree or higher in biomedical engineering, engineering, architecture, medicine, nursing or another relevant discipline, preferably with additional certified trainer qualifications and:
- Excellent training skills and knowledge of various training methods and of medical equipment.
- Excellent communication and presentation skills.
- Fluency in written and spoken English.
- Computer skills – AutoCAD, MS Office, etc. Professional experience
At least 10 years’ professional experience in biomedical engineering / medical equipment, including:
- The development biomedical engineering or medical equipment training programs.
- Experience in the development of equipment standards in developing countries.
- Experience in Africa will be advantageous.
- Deliverables All deliverables must be agreed with MOH before being finalized.
- A policy framework for the BEU
- Medical equipment management guidelines
- Strategic plan for the BEU
- Technical specifications for medical, non-medical and testing equipment.
- Concept design for the biomedical engineering workshop and office complex and for any regional or other workshops that may be required
