access roads. • Bidding will be conducted through International Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” 7th Edition, September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. • Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%
Interested eligible Bidders may obtain further information from the Project Implementation Unit of the Ministry of Works, Housing and Water Resources, Mr. Daniel Kusi, dkojokusi@gmail.com and inspect the Bidding document during office hours 8:30 GMT to 16:00 GMT at the address (1) given below. • The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address (1) below and upon payment of a nonrefundable fee of GHC2,000.00 (Two Thousand Ghana Cedis). The method of payment will be Cash. The document will be sent by Courier at an additional cost of GHC 100.00. • Bids must be delivered to the address (2) below on or before October 30, 2026 at 10:00GMT.. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address (3) below on October 30, 2026 at 10:00GMT. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. • All Bids must be accompanied by a (i) Bid Security of GHC 2,200,000.00 from a reputable bank; and (ii) Local Labour Method Statement. • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document
