In furtherance to the Specific Procurement Notice earlier issued on 5th May 2026 for the above-mentioned procurement, the Kebbi State ACReSAL Project Management Unit wishes to notify all interested bidders and the general public that the issuance date has been revised to 13th May 2026, while the deadline for submission of bids has been extended to 10th June 2026 at 12:00 Noon.

The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL) Project and intends to apply part of the proceeds toward payments under the contract for the Construction of Two Erosion Control and Bio-Engineering Sites at Badariya and Dukku Malala Communities (Lot 1 & Lot 2).

Kebbi State Ministry of Environment, represented by the Kebbi State Project Management Unit of Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL), now invites sealed Bids from eligible Bidders for the Construction of Two Erosion Control and Bio-Engineering Sites at Badariya and Dukku Malala Communities (Lot 1 & Lot 2) located in Birni Kebbi Local Government Areas of Kebbi State. The construction period for each Lot is 10 months concurrently, commencing from the date of contract signing. In the event that a single bidder wins and is awarded both Lots, the implementation of both Lots shall proceed simultaneously, and both shall be completed within the same 10-month period. Margin of Preference shall not be applicable.

Bidding will be conducted through National Open Competitive Bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (Seventh Edition, September 2025), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from the Kebbi State ACReSAL Project Management Unit and inspect the bidding document during office hours of 9:00 a.m. to 5:00 p.m., excluding public holidays, at the address given below.

The bidding document in English may be obtained upon submission of a written application to the address below and upon payment of a non-refundable fee of ₦100,000.00. Payment shall be made by Certified Bank Cheque (Bank Draft) in favour of Kebbi State ACReSAL Project, Fidelity Bank (5030127261) or via bank transfer into the same account and evidence of transfer presented. The document will be sent by courier upon request and upon payment of additional fee to cover the cost of delivery. Bidders must meet the following minimum requirements:

a. At least two (2) similar contracts of minimum value ₦6.5 billion each for Lot 1 and ₦2.5 billion for Lot 2, satisfactorily completed within the last five (5) years.

b. Minimum average annual construction turnover of ₦12.5 billion in the last five (5) years for Lot 1 and ₦4.5 billion for Lot 2.

c. Evidence of access to credit facilities or liquid assets of not less than ₦500 million for Lot 1 and ₦200 million for Lot 2.

Detailed qualification requirements are provided in Section III of the Bidding Document.

Bids must be delivered to the address below on or before 10th June 2026 by 12:00 Noon. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of Bidders’ designated representatives and anyone who chooses to attend at the address below, immediately after the submission deadline.

All Bids must be accompanied by a Bid Security as follows: Lot 1: ₦250,000,000.00; Lot 2: ₦90,000,000.00. The Bid Security shall be valid for 28 days beyond the Bid validity period.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
