EARLY MARKET ENGAGEMENT NOTICE
PROGRAM FOR CONSTRUCTION OF MULTIPURPOSE WATER SUPPLY & DISTRIBUTION INFRASTRUCTURE
The Government of the Republic of Angola (GoA) has received financing from the International Bank for Reconstruction and Development (IBRD) and the French Development Agency (AFD) for the Climate Resilience and Water Security in Angola Project (RECLIMA), whose objective is to improve water supply services and strengthen water resources management for climate resilience in selected areas.
The Project is being implemented by the Ministry of Energy and Water (MINEA) and will finance the following four components:
- Strengthening Water Services for Water Security in Urban and Rural Areas.
- Strengthening Water Resources Management for Climate Resilience.
- Project Management and Interinstitutional Coordination.
- Contingent Emergency Response Component (CERC).
The Ministry of Energy and Water, through the National Directorate of Water and the Financial and Contract Management Unit (FCMU – WB/AFD), hereby informs interested stakeholders of upcoming procurement opportunities for the design and construction of water supply and distribution infrastructure in several cities across Angola.
This Early Market Engagement (EME) notice aims to provide advance visibility of the planned works and allow potential participants to prepare for the forthcoming procurement processes.
Project Overview
The Government is undertaking strategic investments in water infrastructure to improve access to safe drinking water, enhance system capacity, and expand distribution networks to underserved communities. The planned procurements will be structured in multiple lots, covering bulk supply, treatment, conveyance, storage, and distribution systems.
Project Packages
- Sumbe & Porto Amboim – Improved Water System (4 Lots)
- Construction of a new bulk water supply system, including intake, treatment plant, pumping stations, pipelines, and distribution centers.
- Expansion of the distribution network and household connections in Porto Amboim (approx. 200 km of network and 20,000 connections).
- Expansion of the distribution network and household connections in Sumbe (approx. 350 km of network and 35,000 connections).
- Development of a rural water distribution system to supply communities between Sumbe and Porto Amboim, with conveyance pipelines and community water centers.
- M’Banza-Congo – Expansion of Bulk Water Supply System (2 Lots)
- Technical improvement of the bulk water system, including raw water intake, treatment works, conveyance pipelines, new reservoirs, and a water tower.
- Expansion and densification of the distribution network and household connections, mainly in the southwestern and northeastern areas of the city (approx. 150 km of network and 25,000 connections).
- Menongue – Reinforcement & Extension of Water Supply (2 Lots)
- Reinforcement and extension of the bulk water system, including increased production capacity, new conveyance pipelines, a new distribution center, and a water tower.
- Expansion of the distribution network and household connections in the eastern districts of Menongue (approx. 125 km of network and 12,500 connections).
- Sendi & Quimaia – Rehabilitation of Dams and Irrigation Canals (1 Package)
- The rehabilitation works will consist of restoring the Sendi and Quimaia dams and the associated irrigation channels.
- The Sendi Dam is the main structure, with a height of approximately 10 m, a length of 1.6 km, and a reservoir capacity of about 5 million m³ of water.
Procurement Procedures
All construction works and related services financed under RECLIMA will be procured in strict accordance with the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers and in full compliance with the World Bank Environmental and Social Framework (ESF).
Public Session
As part of this process, a public information session will be held on 11 September. The session will provide further details on the projects and the engagement process, and offer an opportunity for interested parties to raise questions and provide feedback.
