- The Government of Sierra Leone through the Ministry of Agriculture and Food Security (MAFS) has received financing from the World Bank toward the cost of the Food Systems Resilience Program (FSRP-2) and intends to apply part of the proceeds toward payments under the contract for the Construction of Twelve (12) Solar Powered Boreholes with Water Supply Network for National Water Resources Management Agency (NWRMA) through Food Systems Resilience Project Under Ministry of Agriculture and Food Security.
- MAFS through FSRP-2 now invites sealed Bids from eligible Bidders for the execution of the above works, which shall be procured and implemented as one (1) single procurement package covering all twelve (12) locations.
- Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) under a Single Package – One Contract arrangement, as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 – Seventh Edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

- Bids must be delivered to the address below in this format, 4 hard copies (1 ORIGINAL & 3 COPIES) and pdf format in a flash drive on or before 1400 hours on Monday, 1st June 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Monday, 1st June 2026 at 2:10 p.m.
- All Bids must be accompanied by:
- A Bid Security of Three Hundred and Seven Thousand, Nine Hundred and One Sierra Leone Leones, Twenty - Five Cent (SLE 307,901.25) must be included within the sealed bid and satisfy the following conditions:
- be in favour of the Ministry of Agriculture and Food Security (MAFS)
- may be invoked if the bidder, upon the award of the contract, refuses to maintain the terms and conditions of the earlier submitted bid.

- A Business Registration Certificate
- A valid tax Certificate.
- A valid NASSIT Clarance Certificate
- Ministry of Works Certificate Financial Class Two (2) or better

- Evidence of Experience in Similar Works (financing or drilling of borehole works)
- Evidence of ownership or access/rental to Borehole Drilling Machine and accessories
