The Government of Rwanda through the Ministry of Environment (MOE) has received funds from the World Bank towards the cost to carryout Consultancy for technical assistance to undertake community mobilization and capacity building in the area of resilient livelihood development, ecosystem rehabilitation and flood risk management related activities for VCRP project hubs. The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for expression of interest is issued. The Ministry of Environment now solicits experienced Consulting Firms to express their interests to carryout Consultancy for technical assistance to undertake community mobilization and capacity building in the area of resilient livelihood development, ecosystem rehabilitation and flood risk management related activities for VCRP project hubs. The Consulting Firms will be shortlisted following the evaluation of their Expression of Interest in accordance with the Law N° 031/2022 of 21/11/2022 Governing Public Procurement and Ministerial order N° 001/23/10/ TC of 10/10/2023 establishing regulations governing public procurement. Late applications shall not be considered and only online application is acceptable through e-Procurement system. The deadline for the submission of applications is indicated in the system in local time and the applications will be opened automatically by the E-Procurement system at www.umucyo.gov.rw on the time generated by the system in local time.
