Independence and Conflict of Interest Interested Consultants must be independent of, and have no affiliation with, any firm bidding for or engaged in the design, construction or supervision of works under the SPIN Project. 5. Method of Selection A Consultant will be selected for each assignment in accordance with the Consultant’s Qualificationbased Selection (CQS) method set out in the Procurement Regulations. 6. Further Information and Submission Further information can be obtained at the address below during office hours, 8:00 am to 4:00 pm (local time), Monday to Friday, and/or by email to the State Project Coordinator. Expressions of Interest must be delivered in written form to the address below (in person, by mail or by email) on or before 4:00 pm (local time) on Friday, 9th October, 2026.
