REQUEST FOR EXPRESSIONS OF INTEREST – FIRM BASED CONSULTANCY ASSIGNMENT
CONSULTANCY FOR THE PREPARATION OF
CORE SAFEGUARDS DOCUMENTS FOR THE GAMBIA INFRASTURCTURE PROJECT (P504762)

- Context and Background information of the Project
The Government of The Gambia in collaboration with The World Bank is preparing The Gambia Infrastructure Project (GIP) with the development objective to “enhance the access to and improve the resilience of transport and energy infrastructure and the delivery of related services for The Gambian population and businesses”. The project is to be financed by an International Development Association (IDA) Grant in an indicative amount equivalent to US$100 million available through The Gambia’s national IDA allocation. The project aims to (a) upgrade and maintain rural and urban roads to improve transport connectivity with lower-carbon modes (river transport and urban public transport); (b) improve universal access and network resilience through investments in energy and transport infrastructure and services (c) and facilitate modernization of public service delivery mechanisms that incorporate contemporary technologies, clean and safe vehicle fleets, and private capital enablers.
A Project Preparation Advance (PPA) has been approved by the World Bank to finance the needed preparatory activities until the project reaches effectiveness. The CPCU, MoFEA is working with relevant institutions for the implementation of the PPA activities including consultancy services, feasibility studies and coordination.
- Objectives of the assignment
As part of the World Bank requirement for environmental and social (E&S) aspects to ensure that the project either avoids completely potential negative impacts or minimizes such impacts, the project will have to prepare required E&S documents. In that regard the government of The Gambia through its implementation agency, the Central Projects Coordinating Unit (CPCU) under the Ministry of Finance and Economic Affairs (MoFEA) intends to contract a competent firm with the relevant skills and expertise to prepare the following E&S documents.
- Preparation of Environmental and Social Management Framework (ESMF) including Sexual Exploitation, Abuse and Harassment (SEAH) Assessment and Action Plan.
- Stakeholder Engagement Plan (SEP) including a Grievance Mechanism (GM)
- Labor Management Procedures (LMP)
- Main Output of the consultancy and Contract Duration
The reports of the above-mentioned documents are the main deliverable of this assignment, and the firm is expected to submit the final reports of the ESMF+SEAH, SEP+GM, and LMP. These reports are to be developed in line with the specific requirements of the scope of work in the related annexes.
The duration of the consultancy will be between 2 to 3 months. The starting date is upon contract signature. The main implementing entity for this activity is the CPCU as such selected consultancy firm will work in close collaboration the CPCU and all the relevant with relevant implementing entities and stakeholders.

- EXPERIENCE OF THE FIRM & QUALIFICATION KEY EXPERTS
Firm Requirements
The assignment will be carried out by a firm. The firm should have a set of skill mix and higher levels of qualifications. The Lead Consultant should have a minimum of five (15) years’ working experience in Environmental Science, Sociology, Anthropology, development planning or other relevant fields.

| 5 | Community Consultant/Gender Specialist | Master’s in social sciences with at least 7 years of experience of stakeholder consultation, and gender in large infrastructure projects of which two should have been funded by multilateral agencies.Fluency in at least two local languages (Fula, Mandinka, Wolof etc) is desired.Submission of Expressions of Interest:The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Infrastructure Project (GIP), now invites eligible consulting firms to indicate their interest in providing the Services.
