  • Ancillary infrastructure and related facilities required for the proper functioning of the Logistics Platform. Main Activities: • Review and validation of projects, technical, physical, and financial supervision of the works, quality control, compliance with environmental, social, health, and safety requirements, measurement of works, and verification of payments. It also includes report preparation, support in contract management, coordination with involved parties, supervision of testing and acceptance of works, as well as monitoring during the defects liability period. The expected duration of the consultancy contract is fourteen (14) months. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • Possess a minimum of 10 (ten) years of proven experience in the supervision of complex infrastructure, logistics, industrial or heavy transport works;
  • Have executed, with documentary proof through contracts, certificates of good workmanship or client statements, in the last 10 (ten) years, at least 3 (three) contracts for the supervision of similar works, preferably in similar contexts in the Sub-Saharan Africa region;
  • Demonstrate proven practical experience in contract management, cost control, schedule monitoring, and environmental and social safeguards. Experience in the application of FIDIC Contract Conditions (or other internationally recognised contract forms) will be considered an advantage; Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
