- Prepare a detailed stakeholder map distinguishing core, supporting, and external stakeholders, with their interests, influence, and expected roles in the certification process, as well as data sources. • Conduct an island-wide assessment of environmental, socio-economic, cultural, and institutional sustainability indicators
- Develop a detailed PIP outlining sequencing, milestones, responsible parties, and verification indicators, including dependencies, critical path considerations appropriate to a strategic action plan (not construction or procurement scheduling), and risk mitigation for time-sensitive actions (e.g., audit windows, reporting cycles). • Propose practical measures and incentive mechanisms (financial, technical, or policy-based) to encourage enterprises to adopt green practices
- The duration of the assignment is six calendar months from the date of contract signature. 5. Ltd now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 7. Core business and years in business: The firm shall be registered/ incorporated as a consulting firm with core business in the field of the assignment. Qualification and Experience of the Firm: General Institutional Experience • At least 10 years of experience in tourism planning, sustainable destination management, environmental policy, or related fields;
- Proven ability to manage multi-disciplinary assignments of similar scale and complexity, preferably funded by international development partners (e.g. WB, EU);
- Track record in destination-level sustainability frameworks or action plans for governments or regional bodies;
- Experience in island/SIDS/remote tourism destinations is a strong asset
- Technical and managerial capability of the firm: • At least three (3) completed assignments in the last ten (10) years related to GSTC, Green Destinations, or similar sustainability certification schemes (audit support, baseline, gap analysis, or certification readiness);
- Demonstrated experience working with government ministries, tourism/environment authorities, and local government
- Proven use of mixed-methods approaches (quantitative + qualitative + document review + participatory workshops); Note: Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Fifth Edition – September 2023), setting forth the World Bank’s policy on conflict of interest. 9. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract. 10. A consulting firm will be selected in accordance with the Consultant Qualifications-based Selection (CQS) method set out in the Procurement Regulations. 11.
