Rwanda It is not permissible to transfer this invitation to any other Consultant. • A Consultant will be selected under a Quality and Cost Based Selection (QCBS) and procedures described in this RFP, in accordance with the Law on Public Procurement as modified and completed to date • The RFP includes the following documents: Section 1 - Letter of Invitation Section 2 - Instructions to Consultants (including Data Sheet) Section 3 - Technical Proposal - Standard Forms Section 4 - Financial Proposal - Standard Forms Section 5 - Terms of Reference Section 6 - Standard Forms of Contract • The Request for proposal may be obtained from the e-procurement system for Rwanda (www.umucyo.gov.rw). For submission of their proposals (technical and financial), all interested firms must pay non-refundable fee of ten thousand Rwandan francs (10,000Frw) to any Account of Rwanda Revenue Authority (RRA) opened at any commercial bank. • All proposals will be accompanied by a Bid Security of Six million Rwandan francs (6,000,000 Frw). Enquiries regarding this tender may be addressed only through the e-Procurement system (use the request for clarification button) in writing within two thirds (2/3) of the deadline period for the submission of proposals from the date of tender notice publication. • All proposals (technical and financial) will be submitted online using the e-procurement system before the deadline indicated in the system. Late proposals will not be accepted by the system. Proposals will be opened automatically by the e-procurement system on the time specified in the system (www.umucyo.gov.rw). • The proposals shall remain valid for a period of 120 days starting from the submission deadline mentioned in the system. N.B: Seven companies fulfil the requirement will be awarding the contract to perform the assignment QUOTATION The consultant shall provide a unit price quotation for the development of 50 VLUAPs, including staff and related expenses. During the execution of the contract, the consultant may develop more or fewer VLUAPs, depending on RWB’s needs and the available budget.
