CONSULTING SERVICES
FOR AN INDIVIDUAL CONSULTANTTO PROVIDE TECHNICAL ASSISTANCE TO SOUTH SUDAN CUSTOMS SERVICES AS SENIOR CUSTOMS ADVISOR
- This invitation for Expression of Interest follows the general procurement notice for this project that appeared in UNDB on March 7, 2013 and other Regional News Papers [The Citizenon 1st March, 2013 and The Standard on March 1st, 2013].
- The Republic of South Sudan (GRSS) has received funding from the International Development Association (IDA) for the Proposed South Sudan – Eastern Africa Regional Transport, Trade and Development Facilitation Program (SS-EARTTDFP), and intends to apply part of the proceeds for the payment for the services of a Senior Customs Advisor to provide Technical Assistance to the South Sudan Customs Services.
- The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR) that will be provided upon written application (E-mail).
- The assignment will extend for a period of one (1) year with an option for extension subject tosatisfactory performance.
- The South Sudan Customs Services now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested individual are encouraged to provide information indicating that they are qualified to perform the Services and furnish their CurriculumVitae (CV) in the prescribed format that will be provided upon submission of application (E-mail).
- Selection criteria.
a. An advanced degree in relevant fields such as Customs, Law, Economics, Finance, Business/ Public Administration or its equivalent
b. Minimum of Fifteen (15) years of work experience of which atleast five (5) years at senior customs management position or advisory position on Customs matters. Knowledge and experience on trade facilitation reforms and regional integration will be a plus.
c. Having Customs operational and policy making experience along with knowledge of modernization of Customs and trade related conventions and protocols and systems.
d. Have strong coordination and communication skills, ability to work with various government and international agencies at senior level.
e. Ability to analyze business processes, identify issuesand generate reports and strategic papers for government and internationalagencies
f. Experience in interaction, knowledge and coordination with international agencies e.g. WCO, WTO and donor agencies would be preferable.
g. Work experience in Sub-Saharan Africa and particularly in a post conflict/fragile state would be preferable.
h. Excellent command of both oral and written English is essential. Experience in building productive internal and external relationships and working productively in a team environment.
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants underIBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (Revised July, 2014) ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest
