Assignment Title: Consultancy Services for the Development of Career Path Guidelines for the Office of the Auditor General

The Government of Zimbabwe (GOZ) has received financing from the World Bank towards the implementation of the Public Financial Management Enhancement Project (PFMEP) and intends to use part of the funding to finance Consultancy Services for the Development of Career Path Guidelines for the Office of the Auditor General.
Background: The Office of the Auditor General (OAG) is a Supreme Audit Institution (SAI) of Zimbabwe established in terms of the Constitution of Zimbabwe section 309 and Audit Office Act of 2011 [Chapter 22:18]. The Constitution of Zimbabwe, read together with the Audit Office Act [Chapter 22:18] mandates the OAG “to audit the accounts, financial systems and financial management of all departments, institutions and agencies of government, all provincial and metropolitan councils and all local authorities” and report to Parliament. In pursuance of its mandate the OAG aims to deliver high quality audit services to stakeholders on the management of public resources of Zimbabwe through committed and motivated staff with the objective of improving accountability and good corporate governance for the benefit of the citizenry.
The Office of the Auditor-General has a Professionalization programme that affords employees an opportunity to study towards attainment of professional qualifications while they work for the organization. The job evaluation exercise that was recently carried out by consultants highlighted additional professional disciplines that are required in order to enhance OAG’s efficiency and effectiveness.
The main objective of this assignment is to develop a comprehensive career path guideline that will cover the development of appointment, performance advancement, performance measurement, regrading, transfer, and promotion procedures for all grades in the office of the Auditor General.
The Government of Zimbabwe through the Ministry of Finance and Economic Development now invites eligible consulting firms (Consultants) to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The consulting firm must have and demonstrate the following requisite skills and experience in the last five years. The short-listing criteria are:
- Evidence of company registration, ownership and shareholding;
- Statement of capability detailing amongst others relevant experience and roles in the previous assignments;
- Evidence of having undertaken at least two (2) similar assignments in the development of Career Path guidelines.
- Availability of appropriate skills among staff (Human Capital Expert, HR Expert, Accountant Expert, ICT Expert)
Selection will be based on the Quality and Cost Based Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers (2018).
The attention of interested Consultants is drawn to paragraph 3.14 of the Regulations setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
