Description

In Jordan, the plastic sector plays a vital role in the countrys economy, but it also leads to severe plastic pollution due to mismanagement. While in Jordan existing regulations address downstream aspects of plastic pollution, such as collection and recycling, there are currently no proposed upstream solutions to shift from single-use plastics (SUP) economy to a more sustainable approach in the food and beverage (F&B) sector.

To address systemic plastic pollution, the Global Environment Facility (GEF), through its eighth replenishment cycle (GEF-8), launched a new generation of Integrated Programmes (IPs). These programmes aim for large-scale, cross-sectoral interventions that tackle the root causes of environmental degradation rather than isolated symptoms. They foster collaboration among governments, the private sector, and civil society to promote transformative change.

One of the flagship initiatives under this framework is the Circular Solutions to Plastic Pollution Integrated Programme (CSPP IP), globally branded as “Plastic Reboot.” The programme seeks to transform the global plastics value chain from a linear “take–make–waste” model into a circular system focused on prevention, redesign, reuse, and responsible recycling. Its objectives include reducing plastic leakage into the environment, lowering greenhouse gas emissions associated with plastic production and disposal, and promoting sustainable consumption and production models.

The objective of this assignment is to design a structured incubation program that fosters private sector innovation to reduce SUPs in Jordan’s food and beverage sector and prepare terms of reference (ToR) for the implementation. The program will identify, mentor, and support startups and SMEs—including women-led businesses—in developing, testing, and scaling innovative solutions such as sustainable packaging alternatives, reusable systems, and circular business models.
