The Government of Zimbabwe (GOZ) has received financing from the World Bank towards the implementation of the SPF: Support To Zimbabwe Recovery And Resilience Project and intends to use part of the funding to finance consultancy services for developing a National Disaster Risk Management Communications Strategy (NDRCS) for Zimbabwe.
Background: Zimbabwe is facing a multitude of humanitarian and development challenges resulting from climate and economic shocks. The impact of 2018/2019 El Niño-induced drought combined with continuing macro-economic challenges have resulted in high-level of food insecurity. The impact of the March 2019 Cyclone Idai compounded Zimbabwe’s already fragile humanitarian situation, and will have far-reaching consequences extending into 2020 and beyond. The extent and duration of the ongoing coronavirus pandemic and of future humanitarian needs will depend on economic and climatic developments and progress with the implementation of the Government of Zimbabwe’s (GoZ) Transition Stabilization Program (TSP). It will also depend on the ability of the GoZ and its national and international partners to support progress from early recovery towards medium-term recovery, longer-term resilience, and disaster preparedness.
In a bid to see the success of various efforts, there will be need on the part of Government to have strategic communication in support of its coordination and stakeholder management for effective Disaster Risk Management (DRM), in a way that is accessible and meaningful for stakeholders, at both central and local levels. A comprehensive NDRCS for Zimbabwe, providing regular and timely analysis and distribution of information to all key stakeholder groups across the disaster cycle for multiple disasters, is proposed as a means of meeting this requirement.
The main objective of this assignment is developing and operationalizing a NDRCS for Zimbabwe to support the GoZ to lead strategic communication to achieve the following objectives:
- Greater public consciousness is achieved to reduce risks and vulnerabilities and respond and recover from multiple disasters
- Enhanced Government communication from a more informed and coordinated position, leading to better decisions on DRM
- Communities use government information to assist in identifying risk mitigation, preparedness, and response opportunities, building state visibility and citizen trust
- Stakeholders groups use government information to set priorities and plan interventions, enabling closer coordination with existing humanitarian and recovery coordination architecture
The GoZ through the Ministry of Finance and Economic Development now invites eligible consulting firms (Consultants) to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The consulting firm must have and demonstrate the following requisite skills and experience in the last five years. The short-listing criteria are:
- Evidence of company registration, ownership and shareholding;
- At least five (5) years’ experience in strategic communications;
- Demonstrated experience in designing, implementing, and monitoring public sector communications strategies;
- Demonstrated technical capacity in disaster risk management and risk communications;
- Information provided on key staff qualifications;
- Prior experience in developing a NDRCS; risk communications strategies; and Project work experience in Zimbabwe and/or familiarity with the country context considered assets;
NB: In addition, interested Consultants are required to submit notarized or certified copies of Certificate of incorporation or Registration of the consulting firm and Company ownership (Directors and shareholders) of the company/Consulting firm
Selection will be based on the Consultants’ Qualification (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers (2018).
The attention of interested Consultants is drawn to paragraph 3.14 of the Regulations setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
