Assignment Title: Consultancy Services for the capacity building in Modelling Disaster Risk Management

The Government of Zimbabwe (GOZ) has received financing from the World Bank towards the implementation of the SPF: Support To Zimbabwe Recovery And Resilience Project and intends to use part of the funding to finance consultancy services for Modeling Disaster Risk Management (DRM) Capacity for Zimbabwe.

Background: Zimbabwe is a context beset by frequent climate-related shocks, and which has been seriously challenged on both the economic and political fronts for many years. Consequently, the GoZ is aware of the need to modernize its current civil protection capacities— evolving from a disaster response management to a DRM framework, consistent with the Sendai Framework for Disaster Risk Reduction (2015-2030). Within the framework of the current WBG Zimbabwe Recovery and Resilience Project, the Bank is collaborating with Zimbabwe Department for Civil Protection (DCP) to reinforce the GoZ's DRM capacities. WBG support seeks to strengthen the institutional arrangements, including key management and resourcing capacities, that underpin the DCP functionality and its relationships within the GoZ, with parastatal agencies, and with external actors

The main objective of this assignment is enhancing national DRM capacity and working within the principles of the Sendai Framework and the DRM Bill, the consulting firm may have to: (i) assess implementation progress of the CADRI prioritized recommendations; and (ii) identify the capacity and resourcing implications of transitioning from a national disaster response to a context-appropriate DRM framework, under GoZ auspices.

The GoZ through the Ministry of Finance and Economic Development now invites eligible consulting firms (Consultants) to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The consulting firm must have and demonstrate the following requisite skills and experience in the last five years. The short-listing criteria are:

  • Evidence of company registration, ownership, and shareholding;
  • Ten (10) years of experience in disaster preparedness and response or DRM;
  • Demonstrated experience in DRM capacity assessments;
  • Demonstrated experience in organizational change management;
  • Information provided on key staff qualifications; and
  • Experience in UNDAC Disaster Preparedness Assignments; knowledge of Zimbabwean context would be an asset.

NB: In addition, interested Consultants are required to submit notarized or certified copies of Certificate of incorporation or Registration of the consulting firm and Company ownership (Directors and shareholders) of the company/Consulting firm.

Selection will be based on the Consultants’ Qualification (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers (2018).

The attention of interested Consultants is drawn to paragraph 3.14 of the Regulations setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
