The Government of Liberia received financing from the World Bank toward the cost of the Regional Program for Distributed Access through Renewable Energy Solutions (Regional DARES) and intend to apply part of the proceeds for consulting services.
The consulting services ("the Services") include the establishment and operation of a Regional Fund Manager (RFM) to administer Results-Based Financing (RBF) for distributed renewable energy (DRE) solutions across the participating countries (Liberia, Sierra Leone, Central Africa Republic and Benin) over an implementation period of approximately five years, with expected start in October 2026.

The RESPITE Coordination Unit (RCU) in Liberia invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Shortlisting criteria include:
- At least 5 years’ experience in managing Results-Based Financing (RBF), grant facilities, or similar financial intermediation mechanisms, preferably in DRE or related sectors.
- Successful completion of at least two comparable assignments of similar scale and complexity.
- Experience with development finance institutions and multi-country programs.
- Strong knowledge of off-grid and distributed renewable energy markets in Sub-Saharan Africa.
- Proven financial, managerial and operational capacity to manage high-volume transactions. Key Experts will not be evaluated at this shortlisting stage.
The attention of interested Consultants is drawn to Section III paragraphs, 3.14, 3.16 and 3.17 of World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”) as available on https://thedocs.worldbank.org/en/doc/c84273d1b230aeb2b0b8134de5dc8cd7-0290012025/original/Procurement-Regulations-7th-Edition-Sep-2025.pdf, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) described in the Procurement Regulations and to be specifically set out in the Request for Proposals
