BOTSWANA POWER CORPORATION REQUEST FOR EXPRESSIONS OF INTEREST (PROVISION OF CONSULTANCY SERVICES) Country: BOTSWANA Name of Project: Morupule B Generation and Transmission Project Name of Assignment: Consultancy Services for Safety, Health and Environment Technical Assistance Tender No. 8470/12 Date: 11 June 2012 Project ID: P112516 The Government of Botswana (GoB) has received financing from the World Bank in support of the above mentioned project including the construction of a new power plant by the Botswana Power Corporation (BPC) and intends to apply part of the proceeds of this financing towards the cost of implementing a consultancy for Safety, Health and Environment Technical Assistance.

1.0 Background The Morupule Power Station B is owned by BPC and is located in eastern Botswana about 350 kilometers northeast of the capital Gaborone. The plant is a green field site being built by the EPC contractor China National Electric Equipment Corporation. The US$1.6 billion cost, including the plant and associated transmission and water lines, is principally financed by commercial lenders and additional financing is provided by the World Bank, the African Development Bank and the Government of Botswana.

The 600 MW coal fired plant will have 4 boilers, each with a production capacity of 150 MW. All four boilers are expected to be commissioned between May and December 2012. Therefore, during the period May through December 2012 construction/commissioning will run in parallel with operation.

At present 3 BPC Safety, Health and Environment (SHE) officers are onstation at the plant site. A BPC Corporate Risk Manager has also recently been posted to the site complementing the 3 SHE officers. Considering the large number of workers at the site (approximately 2400), the working hours (7 days a week and in some plant locations there is a day and a swing shift) and the safety and environmental recordto date, it is proposed to contract a safety and environmental firm (the Consultant) to supplement the BPC SHE officers.

The Consultant will be responsible for relevant health, safety and environmental matters at the various construction sites (i.e., coal plant, transmission lines, water network) for the period covering the remainder of construction, commissioning and then for about 6 subsequent months of normal operation. 2.0 Objectives of the assignment The objectives of the proposed consulting services are to ensure that: (i) the safety, health and environment track record at the plant andassociated construction sites immediately improves to meet best international standards; (ii) all health, safety and environmental violations are quickly resolved to the satisfaction of BPC and the relevant authorities; and (iii) the capacity of BPC SHE officer is significantly increased.

The assignment is expected to be completed within 12 months. BPC now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide informationindicating that they are qualified to perform the services through submission of brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff,etc.

Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published May 2004, October 2006, May 2010. BPC will shortlist (pre-qualify) consultants based on assessment of the received expressions of interest.
