The Government of Kenya (GOK) has applied for financing from the World Bank towards the cost of the Kenya Urban Mobility Improvement Project (KUMIP), and intends to apply part of the proceeds for consulting services.2. The consulting services (“the Services”) include the Development of Sustainable Urban Mobility Plan (SUMP) for the Nairobi Metropolitan Area (NMA), encompassing the County Governments of Nairobi City, Kiambu, Machakos, Kajiado and Murang’a. The main objective of the consultancy is to develop a comprehensive SUMP for the NMA to guide the development of inter-modal and multi-modal urban transport network and provision of seamless urban transport services;The start date for the services is October 2026 and the duration of the assignment is fifteen (15) calendar months. The estimated total Key Experts staff-time input for the assignment is 75 man-months as per the Terms of Reference for the assignment.3. The detailed Terms of Reference (TOR) for the assignment can be found at the following websites: Kenya Railways portal www.krc.co.ke or Public Procurement Information portal www.tenders.go.ke4. Kenya Railways, (the “Client”), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:i) Core Business and Years in Business: At least ten (10) years of experience in urban transport planning and the development of Sustainable Urban Mobility Plans (SUMPs) or equivalent integrated transport plans.ii) Relevant Experience: The firm should demonstrate experience in assignments of similar nature, scope and complexity. Specifically, the firm should provide evidence of:• Experience of having satisfactorily completed at least 2 assignments of similar magnitude and complexity in the past 10 years• Experience in travel demand modelling, including the development, calibration and application of transport demand models for metropolitan-scale planning assignments.• Experience in multi-modal transport planning, encompassing mass rapid transit systems, public transport reform, non-motorised transport, transit-oriented development and urban freight.• Experience in strategic environmental and social assessment or integration of environmental and social considerations in urban transport planning.• Experience working in Sub-Saharan Africa or comparable developing country contexts is preferred.iii) Capacity Building: The firm should demonstrate experience in capacity building and knowledge transfer to public sector institutions in the transport sector. This should include evidence of:• Designing and delivering institutional capacity building programmes for government agencies, transport authorities or similar public sector entities as part of urban transport planning assignments.• Co-creation or collaborative working approaches with client teams, including on-the-job training, workshops and technology transfer to enable sustained institutional capacity beyond the assignment period.• Supporting public sector agencies in the establishment or strengthening of transport data management, monitoring and evaluation systems.iv) Technical and Managerial Capability of the Firm: The firm shall demonstrate the requisite technical and managerial capacity to undertake the assignment. This should include evidence of:• A multidisciplinary team capability spanning urban transport planning, public transport planning, transport demand modelling, urban design, transport economics, GIS and spatial analysis, gender and social inclusion, road safety and environmental and social safeguards.• Organizational capacity to manage complex, multi-stakeholder consultancies of comparable scope, duration and value, including assignments involving extensive stakeholder and public participation processes.• Availability of relevant tools, technologies and methodologies for transport demand modelling, GIS-based analysis, data collection and scenario appraisal.• Sound project management systems and quality assurance procedures for large-scale planning assignments.Key experts will not be evaluated at the shortlisting stage.v) Geographic and Contextual Experience:• Experience working with multilateral development institutions (e.g. World Bank, AfDB, JICA or similar) on urban transport or urban mobility assignments.• Understanding of institutional frameworks for urban transport governance in contexts with multiple levels of government (national, metropolitan, county/municipal).• Experience in contexts where informal public transport (paratransit) constitutes a significant share of urban mobility, including approaches for formalization and integration of paratransit into planned transit systems.5. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulation for IPF Borrowers, dated July 2016 revised September 2025 (7th Edition): (Procurement Regulations’) setting forth the World Bank’s policy on conflict of interest.6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.7. A Consultant firm will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers.8.
