The Federal Republic of Nigeria, through the Federal Ministry of Agriculture and Food Security, has received financing from the World Bank and the L’AgenceFrançaise de Développement (French Development Agency or AFD) and on-lent the financing to thirteen participating States (namely Abia, AkwaIbom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Sokoto, Kaduna, Niger, Ekiti, Ebonyi, Osun and Gombe) toward the cost of Rural Access and Agricultural Marketing Project (RAAMP). It is intended that part of the proceeds of the financing will be applied to eligible payments under the contract for Consulting Services.
The Consulting Services (“the Services”) includes;
- Scope of Works
- The objective of the consulting services is to prepare an Environmental and Social Management Plan (ESMP) for the roads (totaling 331.42km) and Resettlement Action Plan (RAP) for 8 no. road (totaling 113.10km) proposed for phase 2 under Kebbi State RAAMP in line with the guidelines of the World Bank/IDA and the Nigeria EIA Act. This ESMP will assist to eliminate adverse environmental and social impacts, offset them, or reduce them to acceptable levels. The ESMP will also include the measures needed to implement these actions, addressing the adequacy of the monitoring and institutional arrangements for the upper and lower watersheds in the intervention sites.
For RAP is required to identify potential socio-economic impacts as it relates economic and physical displacement and provide appropriate mitigation measures.
- The assignment is for the preparation of site specific ESMP for the Backlog maintenance and Upgrade that should consist of a well-documented set of mitigation measures, monitoring, and institutional actions to be taken before and during implementation to eliminate adverse environmental and social impacts, offset them, or reduce them to acceptable levels. It should also include the measures required to implement these actions, costing, and responsibility, addressing the adequacy of the monitoring and institutional arrangements in the intervention site.
The firm will work in close collaboration with the engineering design consultants and Kebbi state RAAMP State Project Implementation Unit’s (SPIU) safeguard team, and with other actors as directed by the SPIU. In that respect the sequencing of the technical/feasibility studies and the ESMP will be critical. The firm will have to consider the technical variants of the proposed activities and also in return inform the technical design consultants of any major constraint that may arise due to the social and environmental situation on ground.
The Services are expected to last for a period of 4 - 8 Weeks, involving approximately 8 key personnel as required in the TOR; The detailed Terms of Reference (TOR) for this assignment is attached but further concurrence at the address given below.
The Kebbi State Project Implementation Unit (SPIU) of Rural Access and Agricultural Marketing Project (RAAMP) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- The firm consultant must have a working knowledge of World Bank Operational safeguards policies gained through hands-on experience in the preparation and implementation of resettlement action plans in an urban/rural area in the past 3 to 5 years.
- Demonstration of effective organizational/managerial structure and availability of suitably experienced and qualified key personnel relevant to the assignment.
All interested firms are to submit the following documents;
- Evidence of registration with Corporate Affairs Commission (CAC) at least 5 years of general experience;
- Well detailed company profile with managerial and technical structure, office address and functional contact details
- Detailed methodology for implementing the tasks to deliver.
- For Joint ventures, Memorandum of Understanding in the case of joint venture must be attached.
- Verifiable records establishing evidence of experience in the preparation of Environmental and social management plan (ESMP) and Resettlement Action Plan (RAP) for rural road Construction of up to 3 references or more similar assignments;
- Adequacy for the assignment: A reputable consulting firm with the following key experts and non-key experts with expertise in the preparation of ESMP and RAP

- Evidence of similar experience supported under multilateral donor Agency like The World Bank, AFD, AfDB, etc in the previous 3 years
All submissions must be evidence-proof.
The attention of invited Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Fourth edition Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Limited Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
