Assignment Title: Transaction Support for Mobilization of Private Capital to Improve Energy Security in Desalination Plants through the Installation of a 1MW Solar Power Plant

  • BACKGROUND The Ministry of Finance has received financing from the World Bank and a grant from the European Union toward the cost of the Construction of a New Runway and Other facilities for Plaine Corail Airport, Rodrigues, and intends to apply part of the proceeds towards recruitment of Transaction Support Consultancy Services for Mobilization of Private Capital to Improve Energy Security in Desalination Plants Through the Installation of a 1MW Solar Power Plant.
  • OBJECTIVE OF THE ASSIGNMENT The objective of the assignment is to support the Rodrigues Regional Assembly (RRA) in the mobilization of private capital to improve energy security in desalination plants through the installation of a 1 MW solar power plant.
  • BRIEF SCOPE OF THE ASSIGNMENT To review past assessment reports on the electric power supply situation in Rodrigues,
  • Highlighting gaps, challenges, bottlenecks and opportunities for renewable energy power supply on the island.
  • Assessing the institutional, policy and regulatory frameworks governing the generation, distribution and supply of electricity in Rodrigues, with a focus on existing energy generation schemes under the Central Electricity Board (CEB).
  • Undertaking a feasibility study for the proposed 1 MW solar power plant at the Pointe Cotton desalination plant, outlining the technical, financial, economic, environmental and institutional feasibility options, highlighting the investment framework and the implementation roadmap.
  • To develop a bankable strategic business plan based on the preferred investment option for the 1 MW solar power plant, outlining how the project will be financed, implemented, operated, and sustainably managed as a viable investment.
  • To develop guidelines for energy efficiency in the operation of desalination plants by the RPUC/RRA.
  • To support the RRA in mobilizing private capital and/or accessing commercial financing for the development of the proposed 1 MW solar power plant, and explore the opportunities to verify and sell carbon credits.
  • Preparing a final report outlining the project’s progress, the key outcomes, the challenges, the lessons learned and recommendations for future improvement.
  • DURATION OF THE ASSIGNMENT The duration of the assignment is 10 calendar months from the date of contract signature.

  • INVITATION TO EXPRESS INTEREST The Airports of Mauritius Co. Ltd now invites eligible consultants (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting Criteria are outlined below.
  • QUALIFICATIONS AND EXPERIENCE The consultant may either be a national or an international expert with adequate skills and experience to oversee the successful implementation of the assignment. The individual consultant should have the following minimum qualifications:
  • Master’s degree in Renewable Energy, Electrical Engineering, Energy and Environmental Engineering, Water and Environmental Engineering, or any other related field.
  • Renewable energy practitioner with at least 20 years of relevant professional experience in feasibility studies, design and implementation of renewable energy projects, with demonstrated experience in financial and economic analysis and development of business plans for proposed renewable energy projects.
  • Demonstrated experience in the design, sizing, engineering, and performance assessment of solar photovoltaic systems of at least 1–5 MW capacity.
  • Familiarity with international standards applicable to solar systems (e.g., IEC 61215, IEC 61730, IEC 62446, IEC 62116).
  • Proven experience integrating renewable energy systems, particularly solar PV, with desalination facilities (especially Reverse Osmosis water treatment systems).
  • Strong understanding of energy efficiency requirements and operational impacts on high-pressure pump systems.
  • Demonstrated expertise in financial modelling for renewable energy projects, including NPV, IRR, BCR, WACC, and LCOE calculations.
  • Experience developing and applying monitoring systems for renewable energy projects.
  • Experience in tariff modelling, procurement processes, and IPP transactions.
  • Experience in structuring PPP arrangements / IPP models / BOOT schemes for power sector investments.
  • Prior involvement in projects financed by international development finance institutions (DFIs), such as the World Bank, IFC, AfDB, ADB, KfW, or EU.
  • Knowledge of climate finance instruments (e.g., Green Climate Fund, Climate Investment Funds, Global Environment Facility).
  • Proven experience in leading multidisciplinary teams and managing large power supply infrastructure projects from feasibility to implementation and commissioning.
  • Experience in design, installation, operation and maintenance of desalination plants will be an added advantage.
  • Excellent interpersonal and communication skills.
  • Excellent report writing skills.
  • Fluent in English. Working knowledge of French will be added advantage.
  • CONFLIT OF INTEREST The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Seventh Edition, September 2025), setting forth the World Bank’s policy on conflict of interest.
  • CONSULTANTS SELECTION The individual consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
