The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) and intends to apply part of the proceed for consulting services.

The Consulting Services (the Services) is for a comprehensive needs assessment, feasibility, and road map/implementation plan for the execution of a National Single Window (NSW) in Somalia, tailored to the country's unique trade ecosystem and challenges. The needs assessment will provide valuable insights into the current trade processes, infrastructure, and stakeholder capacities, and will serve as the foundation for the development and implementation of a robust and efficient NSW.

The consultant service is expected to be conducted and reports delivered within 4 months from commencement.

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

  • Core business of the firm and at least 10 years in business (experience in trade facilitation, customs processes, NSWs experience and ICT system implementation. They should have a proven track record of delivering successful projects in similar contexts, preferably within sub-Saharan Africa. The firm should also have a strong understanding of international trade, regulatory frameworks, and best practices in National Single Window Policies and System)
  • Experience of conducting similar assignments (at least one experience in conducting similar assignment). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
  • Experience of relevant services in an environment similar to that of Somalia; and
  • The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
