Assignment Title: Consulting services to develop an Antislavery Risk Management Guidance Note, and Dual Use Goods Management Procedure of the Trade and Development Bank (TDB) portfolio under the Regional Infrastructure Finance Facility (RIFF)

- The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Regional Infrastructure Financing Facility (RIFF) and intends to apply part of the proceeds for consulting services.
- The consulting services (“the Services”) include the Consulting services to develop an Antislavery Risk Management Guidance Note, and Dual Use Goods Management Procedure of the Trade and Development Bank (TDB) portfolio under the Regional Infrastructure Finance Facility (RIFF). The objective of the assignment is to Develop an Antislavery policy and the related principles and procedures; Develop an Antislavery Risk Management Guidance Note; Develop Dual Use Goods Management Procedure

- TDB now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Core business and years in business: The firm shall be registered/incorporated as a consultancy firm in the business of conducting Environmental and Social Governance consulting activities or a related field for at least 5 years
- A Relevant experience: The firm shall demonstrate successful execution and completion of at least three (3) assignments of a similar nature and complexity in similar operating environment (i.e. projects financed by the World Bank or similar Development Finance Institutions in TDB Member States) in the last five (5) years. Details of the assignment-Name and address of the client, scope, value, and period shall be provided
- A Technical and managerial capability of the firm: Demonstration by the firm of having the requisite managerial and technical capacity including relevant equipment, tools, software etc and managerial capacity to undertake the assignment in the submitted firm profile(s). Key experts shall not be evaluated at shortlisting stage.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/ or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations
