  • BACKGROUND

The Ministry of Finance has received financing from the World Bank and a grant from the European Union toward the cost of the Construction of a New Runway and Other facilities for Plaine Corail Airport, Rodrigues and intends to apply part of the proceeds towards procurement of Consulting Services for Land Rehabilitation and Design and Supervision of Irrigation Schemes and Reservoirs

  • OBJECTIVE OF THE ASSIGNMENT

The overall objective of this assignment is to support the Agriculture Commission in the design and implementation of sustainable land rehabilitation and water access infrastructure for irrigation in Rodrigues, with the aim of enhancing agricultural productivity, strengthening climate resilience, and promoting food security, in line with Component 3 of the Rodrigues Airport Project.

  • BRIEF SCOPE OF THE ASSIGNMENT

The consulting services are expected to include, but not be limited to, the following activities:

  • Conduct technical surveys, diagnostics, and feasibility analyses;
  • Prepare preliminary and detailed engineering designs for irrigation schemes, reservoirs and related water management infrastructure;
  • Prepare bidding documents and provide procurement support during the procurement process;
  • Provide intermittent supervision of construction works to ensure quality, compliance with designs and specifications, functionality of the irrigation schemes, and adherence to good construction practices;
  • Support sustainable land rehabilitation measures and promote good management practices by Rodrigues institutions and beneficiary farmers;
  • Prepare as-built documentation and completion reports; and
  • Provide targeted training and on-call support during the Defects Liability Period (DLP). Liability Period (DLP);

Supervise all the technical work on construction quality, functionality of the irrigation schemes, sustainable land rehabilitation, and good management practices by Rodrigues institutions and beneficiary farmers.

  • DURATION OF THE ASSIGNMENT

The assignment will be implemented through two separate contracts under one procurement package.

Contract 1 shall have an estimated duration of approximately six (6) months from the date of contract signature and will cover the technical surveys, diagnostics, feasibility analyses, preliminary and detailed designs, preparation of bidding documents, and procurement support.

Contract 2 shall have an estimated duration of approximately twenty-four (24) months, comprising:

i. approximately twelve (12) months of construction supervision; and ii. approximately twelve (12) months of support during the Defects Liability Period.

  • INVITATION TO EXPRESS INTEREST

The Airports of Mauritius Co. Ltd now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

  • CORE BUSINESS AND YEARS IN BUSINESS:

The Consultant shall be a legally registered engineering consulting firm with demonstrated experience in civil and hydraulic engineering, including the design and supervision of irrigation schemes, water harvesting structures, reservoirs, and agricultural land rehabilitation works.

The Consultant should also demonstrate experience in integrating environmental and social requirements into technical designs and construction supervision, including Environmental Impact Assessments (EIAs) and Environmental and Social Management Plans (ESMPs), where applicable.

  • QUALIFICATION AND EXPERIENCE OF THE FIRM:

The shortlisting criteria are as follows:

  • • At least ten (10) years of proven professional experience in civil and hydraulic engineering consultancy services;
  • Demonstrated experience in the design and supervision of irrigation systems, reservoirs, canals, tanks, and water management infrastructure, preferably in rural or agricultural contexts;
  • Proven experience in assignments involving land rehabilitation, soil and water conservation, watershed management, or climate-resilient agricultural infrastructure;
  • Proven experience in projects financed by International Financial Institutions (IFIs), preferably the World Bank, including familiarity with procurement procedures, contract administration, and environmental and social requirements;
  • Capacity to deliver integrated services covering technical surveys, diagnostics, feasibility studies, preliminary and detailed engineering designs, preparation of bidding documents, procurement support, and construction supervision;
  • Demonstrated experience working in Small Island Developing States (SIDS), remote island contexts, or comparable climate-vulnerable environments will be considered a strong advantage;
  • Availability of adequate internal quality assurance and quality control (QA/QC) systems, including internal technical review of designs, technical reports, bidding documents, and supervision outputs; and
  • Ability to mobilize qualified experts on site in Rodrigues during critical phases of the assignment.

Note: Key Experts will not be evaluated at the shortlisting stage.

  • CONFLICT OF INTEREST

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Seventh Edition, September 2025), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract.

  • CONSULTANTS SELECTION

A consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
