Assignment Title: Design Review & Updating of Bidding Documents, Pre-contract Services, Construction Supervision and Post Contract Services for the Upgrading to bitumen standard the Thaba-Tseka to Katse Road Project (+/- 55 km) in the Thaba Tseka District

The Government of Kingdom of Lesotho, the Roads Directorate (RD) of the Ministry of Public Works and Transport (MPWT) being the implementing agency, has received financing from the World Bank toward the cost of the Lesotho Integrated Transport, Trade & Logistics Project and intends to apply part of the proceeds for this consulting services.

The consulting services (“the Services”) includes undertaking design review and updating of cost estimates, updating of bidding documents of the Thaba-Tseka to Katse Road, assistance during tendering, construction supervision and post construction services of the upgrading of the gravel road along Katse to Thaba Tseka Road to climate resilient bitumen standard and drainage structures. The Consultant will be required to complete his assignment in Sixty (60) months, in two phases. Phase 1 being design review and tender support while phase 2 will be works contract supervision and engineering services including defects liability period. The expected commencement date of the assignment will be the 1st March 2025.

The Roads Directorate of the Ministry of Public Works & Transport Lesotho now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Relevance and suitability of the core business area of the applicant firm with the subject assignment and number of active years in the business/in the consulting industry.
  • The applicant firm’s overall institutional, managerial, and technical competence and capability in terms of financial strength, institutional quality management system and good track records in the roads sector engineering services are desirable factors to be assessed for the shortlisting.
  • At least ten (10) years relevant experience in the field of Road Infrastructure design and Supervision with successful delivery of at least Five (5) similar assignments in complexity and nature and preferably Three (3) of them in Sub-Saharan Africa (SSA) region. (Relevant completion certificates and/or letters of recommendation from clients to be provided.
  • Good number and mix of pool of professional experts under the firm’s command and applicant firm’s different countries experiences, including working experiences with similar socio-economic and geographic context with that of Lesotho would be advantageous.

Key-experts’ CV will not be evaluated at this stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with Quality Cost Based Selection (QCBS) as set out in the Procurement Regulations.
