  • Support to the Procurement of first OPRCPackage; preparing implementation strategy, and Training (tothe Ministry of Roads and Bridges of South Sudan staff) The services are expected to be carried out tentatively over the duration of May to July, 2013. The consultancy team shall comprise of personnel with expertise in designing an OPRC contract, preparation of bidding documents for OPRC, procurement of OPRC, and road pavement design review. The Ministry of Roadsand Bridges now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the requiredqualifications and relevant experience to perform the Services. The shortlisting criteria are as follows: • Experience in OPRC contracting preparation and strategy development in general. • Experience in OPRC contracting design, procurement and implementation in the road sector. • Experience in developing and/or post conflict environment
  • The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff.) The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRDLoans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or a sub consultancy, should clearly be stated. In case of joint venture the firm leading the joint venture should be mentioned. A Consultant will be selected in accordance with the selection method based on Consultants'Qualifications (CQS) set out in the Consultant Guidelines.
