YOBE STATE MINISTRY OF BASIC AND SECONDARY EDUCATION

ADOLESCENT GIRLS INITIATIVE FOR LEARNING AND

EMPOWERMENT (AGILE) PROJECT

REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR THE ENGAGEMENT OF AN INDIVIDUAL CONSULTANT TO PROVIDE TECHNICAL ASSISTANCE TO THE SYSTEM STRENGTHENING SUB-COMPONENT (3.1) OF THE AGILE PROJECT IN YOBE STATE

The Yobe State Government of Nigeria has applied for financing from The World Bank for Credit towards the cost of Adolescent Girls Initiative for Learning and Empowerment (AGILE) Project and intends to apply part of the proceeds of this credit to payment under the contract for the Consultancy Services for Engagement of An Individual Consultant to Provide Technical Assistance to the System Strengthening Sub – Component (3.1) of the AGILE Project in Yobe State.

The Consulting Services (“the Services") include; The Project, which consist of three components, seeks among others to improve the quality and efficiency of social service delivery at the state-level thereby promoting social inclusion and strengthening Governance and Public Sector Management, with gender equity and conflict sensitivity as essential elements of Good Governance.

Main Tasks

The approximate implementation period is 48 weeks. The assignment is expected to commence in February, 2026.

The State Project Coordination under AGILE now invites eligible consulting firms (“Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevance experience to perform The Services.

CONSULTANT COMPETENCIES, EXPERIENCE, AND SKILL REQUIREMENTS

The consultant engaged to undertake the assignment must fulfil the following the knowledge, skills, and expertise required areas outlined below:

  • A master’s degree in education, social Sciences, international development or other related fields.
  • Sound understanding of the relevant national, state, and international legal and policy frameworks that are focused on the rights and empowerment of girls and young women and awareness and focus on issues for addressing the multiple and intersecting forms of discrimination and inequalities to achieve inclusion.
  • A minimum of five years’ experience working in the field of gender related programs, advocacy and policy implementation.
  • Knowledgeable in and committed to a Rights Based Approach to development.
  • Experience in developing policy briefs and development of advocacy/policy messages.
  • Has proven experience in conducting research using various methodologies with a bias to desk research as well as effective use of ICT.
  • Has excellent communication skills in written and spoken English and Hausa.
  • Excellent interpersonal and teamwork skills as well as excellent analytical and report writing skills (concise and clear reporting, good presentation of data and sources of information)
  • Familiarity with social and cultural norms, and attitudes, especially in relation to girls and young women's empowerment.

Please note that only the experience of the firm and not that of The Key Experts is required at this stage.

Your attention is drawn to Section lll, paragraphs, 3, 14, 3, 16, and 3. 17 of The World Bank’s “Procurement Regulations for IPF Borrowers" July 2016, Revised November 2017 and August 2018 (“Procurement Regulations") and revised 2020 setting forth The World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
