Specific Procurement Notice – Request for Bids without Prequalification Request for Bid Information Systems (Design, Supply and Installation) (Without Prequalification) Purchaser: Gambia Ministry of Health Project: The Gambia Essential Health Services Strengthening Project (P173287) Contract title: Consulting services for Electronic Health Record System Country: Gambia Grant No.: IDA-D7310 RFB No: GM-MOH-244857-NC-RFB Issued on: 8 November 2021 1. The Gambia Ministry of health has received financing from the World Bank toward the cost of The Gambia Essential Health Services Strengthening Project (P173287) and intends to apply part of the proceeds toward payments under the contract for Consulting services for Electronic Health Record System. 2. The Gambia Ministry of Health (MOH) now invites sealed Bids from eligible Bidders for to implement an Electronic Health Record (EHR) system, using open-source software such as Bahmni (https://www.bahmni.org/) that meets the technical specifications of MOH’s preferred EHR system’s design and hosting in the cloud. The Supplier MUST support the system and provide training to MOH, Directorate of Planning and Information, Regional Health Directorates (RHDs), and health facilities staff including doctors and nurses. The Technical Support must cover until the acceptance of the implementation in all regions based on the defined Service Level Agreement (SLA). The Supplier must provide a Warranty Defect Repair Service from the period of an acceptance of the implementation in all regions until the Program Completed to ensure the system continues to work as specified. MOH will have separate contracts for the procurement of user hardware. 3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised in November 2017 and August 2018 under the New Procurement Framework (NPF), the ‘Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants,’ revised on July 1, 2016, and other provisions stipulated in the Financing Agreement (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4.
