Consulting services for Evaluation of FBF Programme — Rwanda Biomedical Centre

Dear Mr./Ms. (Insert the name of Consultant) 1. The Rwanda Biomedical Centre hereinafter called ‘’Client” has received funds from Rwanda Stunting Prevention and Reduction Project funded by the World Bank towards the cost of preparation of evaluation of FBF program. The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

• Rwanda Biomedical Centre now solicits proposals (technical and financial proposals) to provide the following consulting services: evaluation of FBF program. More details on the services are provided in the Terms of Reference.

• This Request for Proposal (RFP) has been addressed the following shortlisted consulting firms: • JV of ICOS CONSULTING PLC and CENTER FOR INTEGRATED DEVELOPMENT RESEARCH AND ACTION(CIDRA) Lt • SOCIAL ECONOMIC STUDIES, SURVEYS, MONITORING AND EVALUATION CONSULT (SESMEC) LTD • JV of INFOSCOPE AND CONSULTANCY AND INNOVATION BUSINESS ACTION (CIBA) Ltd 4. A Consultant will be selected under a QCBS, and procedures described in this RFP, in accordance with the Law on Public Procurement as modified and completed to date.

• Proposals shall be accompanied by a bid security of 3,372,480 Frw or its equivalent issued by any financial institutions 5. The RFP includes the following documents: Section 1 - Letter of Invitation Section 2 - Instructions to Consultants (including Data Sheet) Section 3 - Technical Proposal - Standard Forms Section 4 - Financial Proposal - Standard Forms Section 5 - Terms of Reference Section 6 - Standard Forms of Contract 6.

Please inform us in writing upon receipt: • That you received the Letter of Invitation; and • Whether you will submit both technical and financial proposals. 7. The deadline for submission of technical and financial proposals through www.umucyo.gov.rw is on 5th November 2021 at 11:00 am local time.
