REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: ANGOLA Project: Climate Resilience and Water Security in Angola-RECLIMA Loan No. IBRD 9380-AO / CAO 1038 01 K Project ID: P177004 Title: CONSULTING SERVICES FOR FIELD LEVEL LEADERSHIP TRAINING Reference No. 86CS1/UCP/R/25 The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds for consulting services a Field Level Leadership (FLL) training program.

The objective of the consultancy is to present, implement, monitor, and promote a FLL “Field Level Leadership” in the three companies supported by RECLIMA program: the Cuando Cubango Public Water and Sanitation Company – EPASCC -EP, the Kwanza Sul Public Water and Sanitation Company EPASKS– EP, the Zaire Public Water and Sanitation Company – EPASZAIRE-E.P. and possibly the Luanda Technical Management Unit for Sanitation (Unidade Técnica de Gestão de Saneamento de Luanda – UTGSL). The estimated level of effort for this assignment is 18 staff-months.

The assignment is expected to be completed within a period of twenty-two (12) months, and the expected start date of the assignment is November 2026 or earlier. The Terms of Reference in English may be obtained free of charge by interested eligible Bidders upon the submission of a written application to the address below.

The Terms of Reference will be sent by email in a non-editable format. If delivery by courier is requested, the cost shall be borne by the bidder. Alternatively, the Terms of Reference can be downloaded from the following link: https://forms.cloud.microsoft/r/fEu2mUfTnj The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are. The Consultant shall be a reputable Consultancy firm that: • Demonstrates at least ten (10) years of experience in training activities. • Demonstrates experience in the implementation of at least two (2) organizational and cultural change programs. • Demonstrates implementation of at least two (2) Field Level Leadership (FLL) programs or comparable initiatives. • Demonstrates experience in at least two (2) public utility sectors (e.g., water, sanitation, energy). • Maintains robust organizational management systems and holds a recognized quality certification (e.g., ISO 9001 or equivalent). • Demonstrates experience in implementing organizational and cultural change programs in developing countries, preferably in Portuguese-speaking Africa; experience in Angola will be considered an asset.

Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.

In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
