PROJECT ID: PI78986 Loan No./Credit No./ Grant No.: Credit NO: IDA-7727-3E Assignment Title: Consulting Services for Independent Verification Agent (AVI) Reference No. KE-TDB-536492-CS-QCBS-FIRMS • The Eastern and Southern Africa Trade and Development Bank (TDB) has received financing from the World Bank toward the cost of the African Green and Resilient and Inclusive Housing De-Risking (GRIHD) Facility and intends to apply part of the proceeds for consulting services. • The consulting services (“the Services”) Consulting Services for Independent Verification Agent).The IVA's primary function is to assess and verify the evidence that shows the achievement of results or outputs claimed by the Partner Financial Institutions ( PFIs and will include Senior Verification Officer and Team Leader for a period of 24 Months subject to extension (professional staff-months), implementation period is 5 years, expected start date of assignment is 1st July 2026. • The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://www.tdbgroup.org/procurement-consulting • The Eastern and Southern Africa Trade and Development Bank (TDB) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 4.1) Core business and years in business: The firm shall be registered/incorporated as a consulting firm in the core business of conducting monitoring, evaluation, independent verification activities or equivalent for a period of at least seven (7) calendar years. 4.2) Relevant experience: The firm shall demonstrate a successful execution of at least two (2) assignments of similar nature, complexity and in a similar operating environment (i.e. projects financed by the World Bank or similar Development Finance Institutions or Multilateral Development Banks) in the last five (5) calendar years (two assignments in the past 5 calendar years, not two assignments every year).
Details of similar assignments-Name and address of the client, scope, value, and period should be provided and submitted Expression of Interest should include enumeration of these similar past assignments. c). Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity including relevant equipment, tools, software etc. and managerial capacity to undertake the assignment in the submitted company profile(s)The Qualifications and Experience of.
Key Experts will not be evaluated at the shortlisting stage. • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. • Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
