INFORMAL SETTLEMENTS IN KIAMBU AND LAIKIPIA COUNTIES - CLUSTER 4 REFERENCE NO: KE-MOTI-502364-CS-QCBS • The Government of Kenya has received financing from the World Bank and the Agence Française de Development (AFD) towards the cost of the Second Kenya Informal Settlements Improvement Project (KISIP2) and intends to apply part of the proceeds for Consulting Services. • The consulting services (" the Services") include: a) Desk review of relevant laws and policies governing tenure regularization to contextualize the assignment and prepare a report.
Undertake community mobilization and sensitization in collaboration with stakeholders; b) Preparation of a stakeholder mapping and engagement plan on the assignment and finally a comprehensive stakeholder engagement report; c) Identification, verification and confirmation of perimeter boundaries and preparation of base maps of each informal settlement; d) Undertaking due diligence on each settlement for any existing survey, registration and ownership and prepare a report; e) Undertaking socio-economic surveys and physical mapping of the settlements and generate a list of beneficiaries for titling; f) Undertaking Environmental and Social Impact screening including Climate Risk (CRVA) aspects; g) Undertaking a Rapid Climate Risk Vulnerability Assessment. h) Preparation of Local Physical and Land Use Development Plans for the respective informal settlements with prioritized community investment; i) Preparation of Social Management Plan and / or Resettlement Action Plans and ESIA; j) Surveying of the resultant parcels and preparation of cadastral plans and cadastral maps; k) Preparation of detailed topographical surveys for engineering designs; l) Preparation of preliminary designs for infrastructure needs and priorities.

The State Department for Housing and Urban Development ("the Client") in the Ministry of Lands, Public Works, Housing and Urban Development now invites eligible consulting firms (“Consultants’’) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: a) Core business and years in business: The firm shall be registered/incorporated as a consulting firm with core business in the field of Urban/Physical Planning and or Land Surveying or equivalent for a period of a minimum of 10 years; b) Relevant experience: The firm shall demonstrate as having successfully executed and completed at least 2 assignments of similar nature, complexity and in a similar operating environment in the last 10 years.
Details of similar assignments-Name and address of the client, scope, value, and period should be provided and submitted. Expression of Interest should include enumeration of these similar past assignments; c) Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity and managerial capacity to undertake the assignment in the submitted company profile(s). Key Experts will not be evaluated at the shortlisting stage.
- The attention of interested Consultants is drawn to Section III, paragraph, 3.14,3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, First Published July 2016 and Revised Third Edition August, 2018 ("Procurement Regulations"), setting forth the World Bank’s policy on conflict of interest. 6.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 7.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. 8.
