• The Government of the Republic of Angola (GoA) has received financing from the World Bank and French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola - RECLIMA and intends to apply part of the proceeds toward payments under the contract for Design and Construction of Improved Water System in Sumbe and Porto Amboim (4 lots).

• The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites sealed Proposals from eligible Proposers for a) Lot 1 Design and Construction of the New Queve's Bulk Water Supply System to Supply the Cities of Sumbe and Porto Amboim, b) Lot 2 - Design and Construction of the Water Distribution Network and Household Connections in Porto Amboim; c) Lot 3 - Design and Construction of the Water Distribution Network and Household Connections in Sumbe; and d) Lot 4 - Design and Construction of the Water Supply System to Supply the Rural Communities Between Sumbe and Porto Amboim.

The scope of works for each lot is as follows:

• Lot 1 - includes the reinforcement and expansion of the water supply system for the cities of Sumbe and Porto Amboim, as well as the supply to rural communities located along the EN100 corridor. The project comprises the raw-water intake at the Queve River, a new Water Treatment Plant (WTP), raw and treated water conveyance pipelines and pumping systems, balancing and distribution reservoirs, and all interconnection and derivation infrastructures required to ensure the reliable water supply to the entire served population. The works also include the rehabilitation and integration of existing reservoirs, and the construction of new pumping stations and conveyance pipelines to Sumbe and Porto Amboim.

• Lot 2 comprises the implementation of approximately 125 kilometeres of water distribution network in the city of Porto Amboim, and the installation of about 12,500 new household connections, primarily serving peri-urban areas.

• Lot 3 comprises the implementation of around 350 kilometeres of water distribution network in the city of Sumbe, and the installation of approximately 35,000 new household connections, primarily serving peri-urban areas.

• Lot 4 comprises the implementation of the water supply systems for rural communities located between Porto Amboim and Sumbe, along the EN100, including the installation of approximately 31 kilometeres of distribution networks and the respective household connections and/or community water supply centres. 3. The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Proposers. 4. Interested eligible Proposers may obtain further information from the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) and inspect the RFP Document during office hours from 09:00 to 17:00 hours at the address given below. 5. A complete set of the RFP Document comprising six (6) volumes: Volume 1 - Request for Proposal Procedures & Conditions of Contract and Contract Forms; Volume 2 - Employer’s Requirements (Lot 1); Volume 3 - Employer’s Requirements (Lot 2), Volume 4 - Employer’s Requirements (Lot 3), Volume 5 - Employer’s Requirements (Lot 4) and Volume 6 – Specifications - in English may be obtained free of charge by interested eligible Bidders upon submission of a written application to the address below.. The Bidding Document will be sent by email in a non-editable format. If delivery by courier is requested, the cost shall be borne by the bidder. A two-day Pre-Proposal Site Visit is scheduled for 10 and 11 December 2025, beginning at 09:00 a.m. each day. The meeting points are Resort Casa Branca – Porto Amboim (Day 1) and the Future WTP – Sumbe (Day 2; coordinates: 10°57'1.15"S, 13°53'4.67"E). A Pre-Proposal Meeting will be held on 11 December 2025 at 02:00 p.m. at the Empresa Provincial de Água e Saneamento do Sumbe. 7. A single-stage, two envelope RFP process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Finnacial Part, as detailed in the RFP Document. The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes. 8. The Proposal, both the Technical Part and the Financial Part, must be delivered to the address below on or before 10:00 a.m. Angola local time on February 13, 2026. Electronic Procurement will not be permitted. Late Proposals will be rejected. The Technical Part of the Proposals will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below on 10:00 am Angola local time on February 13, 2026. The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Proposals. 9. All Proposals must be accompanied by a Proposal-Securing Declaration. 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFP document. 11.
