The Ministry of Gender Labour and Social Development (MGLSD) received financing from the World Bank toward the cost of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project, and intends to apply part of the proceeds toward payments under the contract for Procurement for the design, development, testing and deployment of the GROW Project Management Information System (MIS). 2. The MGLSD now invites sealed Bids from eligible Bidders for the design, development, testing and deployment of the project MIS at their offices located on Plot 2 George Street, Gender and Labour House, Kampala.

• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November, 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4.

Interested eligible Bidders may obtain further information from MGLSD and inspect the bidding document during office hours (0900 to 1700 hours] at the address given below 5. The Bidding Document in English may be purchased by interested Bidders upon submission of a written application to the address in No. 8 below and upon payment of a non-refundable fee of UGX: 100,000 (Uganda Shillings One hundred thousand only) or its equivalent in a freely convertible currency using the exchange rate published by Bank of Uganda on the date of payment.

The method of payment will be by Bank Advise Form (BAF) payable through any bank branch. BAF payments in foreign currency should include an additional USD 20 or its equivalent to cater for Bank Charges. Bidders may make arrangements with courier service providers to have the bidding Document delivered to them.

No liability will be accepted for loss or late delivery.. 6. Bids must be delivered to the address below on or before 11:00 Hours on 17th April, 2024 Electronic Bidding will not be permitted. Late Bids will be rejected.

Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 17th April, 2024 at 11:30Hours 7. All Bids must be accompanied by a Bid Security of UGX 25,000,000 (Uganda Shillings Twenty-Five Million only) or its equivalent in a freely convertible currency using exchange rates published by the Bank of Uganda on the date of issue of the security. Bid securities must be valid until 22nd November 2024.
