Description

The International Labour Organization’s (ILO) rights-based approach and social justice mandate are essential instruments for responding to the employment and decent work challenges that confront humanity at the difficult times of crisis. Over the decades, the ILO's Employment-Intensive Investment Programme (EIIP) has designed, demonstrated approaches that link recovery and asset development with employment creation, poverty reduction and local economic and social development. The use of local resource-based approaches and principles of decent work and skills development are chief strategies, linking humanitarian response and sustainable development.

The ILO will now implement an OSH and emergency employment programme (EIIP) in Badulla and Nuwara Eliya district were some of the areas worst affected by the Cyclone Ditwah, triggering floods, causing widespread landslides that uprooted tea bushes, destroyed essential roads, washed away worker homes, turning areas into “wastelands" rendering vast areas inaccessible, and threatening the livelihoods of thousands of plantation workers and Sri Lanka's vital tea exports.

This emergency employment component supports the recovery and long-term resilience of flood-affected tea plantation communities by combining infrastructure rehabilitation and restoration of tea plantation with job creation, and restoration of livelihoods for tea plantation workers who suffered employment and income losses due to floods and landslides.

The project will be managed by the National Project Coordinator. The project is also supported by Specialists based in New Delhi. The project is now seeking an Implementing Partner to facilitate implementation through this RFP.
