Assignment Title: Detailed Design and Construction Supervision of the Providence Landfill Upgrade, Capacity Expansion, and Closure

Reference No: SC-PDCS-431385-CS-QCBS.

The Ministry of Agriculture, Climate Change and Environment has received financing from the World Bank toward the cost of the Seychelles Solid Waste Management Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

To carry out the detailed engineering design of the full Providence Landfill development and closure works, including detailed design drawings for the planned three-phase landfill development, permanent leachate and landfill gas (LFG) management infrastructure, as well as final closure of the entire site. This will also include assessment of environmental, health and safety and social risks and impacts and areviewing and updating the Providence Environment and Social Management Plan (ESMP), as needed.

To provide full construction supervision and contract administration for prioritized works under the current World Bank project including: (i) expansion of landfill capacity through creation of a new cell and vertical expansion through construction of a Berm, (ii) rehabilitation/upgrade of the existing Leachate Treatment Plant (LTP) and (v) supervision (periodic) during the defect liability period.

The Programme Development and Coordination Section (PDCS) within the Ministry of Agriculture, Climate Change and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Individuals should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The firm should have a proven track record of over 10 years in delivering projects related to landfill engineering, waste management, environmental and social safeguards, and infrastructure development. It must demonstrate technical and managerial capacity to undertake multidisciplinary assignments covering design, construction supervision, environmental compliance, and stakeholder engagement in the waste management sector. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
