The Government of Rwanda (GOR) has received financing from the World Bank toward the cost of the KLP Connectivity development project and intends to apply part of the proceeds toward payments under the contract for Design, build and maintain (DBM) based on level of service output and performance based road contracting (OPBRC) approach for Kigali Logistics Platform (KLP)/ Bugesera Connector Lot 1: Masaka – Kabukuba – Riziyeri (36.52km) and Lot 2: Kabukuba – Nyamata & Gahembe-Kindama ( 32.93Km).

• The Rwanda Transport Development Agency (RTDA) now invites sealed Bids from eligible Bidders for design, build and maintain (DBM) based on level of service output and performance based road contracting (OPBRC) approach for Kigali Logistics Platform (KLP)/ Bugesera Connector Lot 1: Masaka – Kabukuba – Riziyeri (36.52km) and Lot 2: Kabukuba – Nyamata & Gahembe-Kindama (32.93Km). 3.

Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from Rwanda Transport Development Agency (RTDA), procurement@rtda.gov.rw and inspect the bidding document during office hours 0900 to 1700 hours at the address given below 5.

The bidding document in English will be available on www.rtda.gov.rw. 6. Bids must be delivered to the address below on or before 23/10/2024 at 10:00 AM local time. Electronic Bidding will not be permitted.

Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 23/10/2024 at 10:30 AM local time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

• All Bids must be accompanied by a Bid Security of FRW 450,000,000 or USD 343,675 for Lot 1 and FRW 420,000,000 or USD 320,761 for lot 2 or its equivalent in a freely convertible currency. 8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
