  • The Government of Sierra L;eone has received financing from the World Bank towaard the cost of the Sierra Leone Free Education Project and intends to apply part of the proceed toward payment under the contract for the Design, Layout, Editorial Work, Printing and Distribution of Teaching and Learning Materials.
  • The Ministry of Basic and Senior Secondary Education now invites sealed bids from eligible bidders for the Design, Layout, Editorial Work, Printing and Distribution of Teaching and Learning materials for Primary II to all Sixteen districts/22 Local councils of Sierra Leone during a delivery period of 120 calendar days.
  • Bidding will conducted through International Competitive procurement using a Request for bids (RFB) as specified in the World Bank Procurement Regulations for IPF Borrowers Fourth Edition, November 2020 (Procurement Regulations) and is open to all eligible bidders as defined in the Procurement Regulations.
  • Interested eligible bidders may obtain further information from Sierra Leone Free Education Project, from the Procurement Specialist-Dr. Mohamed Kallon, om email [email protected] and inspect the bidding document during office hour 09:00 to 17:00 hours at the address given below.
  • The bidding document in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundabale fee of Le 2,400.00 or US$ 100.00. The method of payment will be through the Sierra Leone Commercial Bank, cash payment. The document will be sent by soft or scan collect hard copy. Account No. 003001060322112174 Leones account.
  • Bids must be delivered to the address below on or before 12:00hours 28th July 2025. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders designated representatives and anyone whoc chooses to attend at the address below on 28th July 2025, at 12:00 hours.
  • All bids must be accompanined by a bid security of US$ 50,000.00, from a reputable commercial bank.
  • Attention is drawn to the Procurement Regulations requiring the borrower to disclose information on the successful bidder's beneficial ownership, as part of the contract award notice, using the beneficial ownership disclosure form as included in the bidding document.
