The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Green and Resilient Expansion of Energy (GREEN) Program Phase 2 Project and intends to apply part of the proceeds toward payments under the Contract for Design, Supply, Installation & Commissioning of the 400/220 kV Kimuka Substation and Associated Transmission Lines. 2. The Kenya Electricity Transmission Company Ltd. now invites sealed Bids from eligible Bidders for the Design, Supply, Installation & Commissioning of the 400/220 kV Kimuka Substation and Associated Transmission Lines.

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated September 2023 (5th Edition) (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4.

Interested eligible Bidders may obtain further information from Senior Manager, Supply Chain Kenya Electricity Transmission Company Ltd. kimuka400procurement@ketraco.co.ke and inspect the bidding document during office hours, 0800 to 1500 hours EAT at the address given below. 5. The bidding document in English is available for download by interested eligible Bidders via this link: https://www.ketraco.co.ke/procurement/tenders/open-tenders Interested eligible Bidders are required to register with the Employer upon download of the bidding document via the email address indicated above and provide their official email address for purposes of communication during the entire bidding period.

• Bids must be delivered to the address below on or before 11th September 2025 at 1000hr EAT. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 11th September 2025 at 1000hr EAT.

All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 7. All Bids must be accompanied by a Bid Security of Sixty-Six Million and Three Hundred Thousand Kenya Shillings (KES 66,300,000) or equivalent in a freely convertible currency.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
